Once, a long time ago, the Civil Service was called the Steel Frame of India. But those generations are long gone. I do not state that corruption, in terms of financial bribes, is rampant. But there are other perks that can be promised by the Minister to his Secretary. Plum postings, jobs after retirement etc. Ministers should have NO SAY in postings,this is the job of the head of the Civil Service. No civil servant should be given a post for at least 2 years after his retirement. As the Armed Services do, raises in rank/pay should be determined by the Head of the C.S, based on annual reviews. This should extend all the way down to the clerks who are actually very powerful, because the IAS officer will not know what files are pending. The clerk puts it in front of him, and will, and does, extort money to do so. There are always cover up stories, saying that it is not for him, but minister demands x amount from the department, so he has to do it. This is rampant even in the police. So who does one complain to? more  
When a common people like me can give lot of suggestions, senior most ministers, IAS who guide will have more ideas. Then what is the reason for papers to be moved within 5yrs. They can immediately jump into actions. more  
will definitely take at-least five years on paper to reach the places in people's form or Democracy particularly where the Legislators cannot forget that they are Politicians to forget the politics in the legislating houses. more
