As I understand, the steep manifold increase in penalties for the wrong-doing of the vehicle user is to make the people disciplined. If a person is following all the rules of motor vehicle act, then where is the problem of steep rise in penalty. More important aspect is that MV Act must include the penalties for improper / No signage, bad roads, encroachment of roads by parking / vendors, etc. I have been penalized for right U-turn at the end of the road and before crossing where there was no signage for NO RIGHT turn. Even if there is a small signage on the left side of road for NO RIGHT turn, it cannot be seen in the running traffice...... Proper signage is important...... Each major road crossing (chowk) has a name (e.g., Maharana Pratap Chowk, Kataria ChowK, Shankar chowk, Atlas Chowk). Name of the chowk must be written bold so that it is easily visible from each road (instead of Gurugram Police). more  
But what's the violation or offense? 23,000 for what? more  
It’s still lower , as we can only improve if we have even higher challans , to drive as per rules is must and one need to be particular while driving , it’s not for sales down or professional driving , I believe that if this rule followed well by authority this will change our road sense for sure more
