Building confidence with citizens

1. Police can involve citizens in gathering intelligence inputs by taking following actions: -
(a). Regular patrolling of the area,
(b). Periodic meetings, discussions and interactions with residents at some convenient place, but not in police stations.
(c). Placing suggestion boxes at public places.
(d). Encouraging citizens to report the matter in writing through suggestion or Report boxes or on phone. To build confidence, phone number should not be insisted upon if the person wishes to remain anonymous, however utility of his contact should be explained to informer.
2. It will be necessary that citizens should not be pressed for disclosing if identity, even if the information appears to be frivolous, baseless or purposely misguiding. Over a period, police will be in position to establish the credibility of the informer.
3. But even later on, if he turns out to be a habitual rumor monger, he can be listed as a trouble maker on the quiet, but must not be harassed till something substantial comes out.
4. It is to be understood that initially most of the citizens react to rumors existing in their vicinity, but to be a good-citizen they volunteer to inform the police since they have no facility to verify the correctness of news. If they are harassed, they will withdraw. more

In line with suggestions by Major Sharma, let there be an NGO to receive Reports from public which can be passed on to police for action without disclosing the identity of informer. This practice is followed in New Zealand. The volunteering services of able body senior citizen should be utilised by police. There a lot that can be done by an honest police officer in his area. The need is for Top police leadership to adequately reward good performance. more  
While all the suggestions are wise & well meaning, the problem is not in the lack of ideas but in the lack of intent in all government entities including police. So, after paying hefty taxes to keep these ineffective incompetent entities alive, the citizens need to take charge of their own safety & welfare most of the time. The government servants are the real thieves we need to protect ourselves from more  
Chosen citizens to be nominated kept confidential to inform wrong doing as noticed without their getting involved in the matter and expecting any action being taken thereafter. more  
Major sharma is in dream world. Our Indian Police Act still of colonial era. It is not been reformed because it suits the politicians. How the Britishers used to use the police against the citizen same thing is continuing. more  
I agree with Chand K Sharma in the matter. The unity of the citizens has lot of importance. The small information and initiative can be mobilised in the matter. Once there is awareness built up you can develop your sound up to Delhi level. At present only political and influence work in any case to solve the problems. Common men don't get justified. The agitation is not the proper way. more
