It is true providing toilets is easier than maintaining. Recently I had been to Bengaluru city railway station. I used Pay and use toilets in general waiting room on plot form no 1 about 10pm on 10th of Aug 15. It is as bad as any unmanned toilets despite payment. Before approving the layout or building plans civic bodies insist that some common area for all including non members of that group. similarly it may be made compulsory to have a public toilet and common parking area in that proposed plan. Generally these two are main problems we face when we go other areas. more  

Building and maitaining public toilets is a mommoth task, especially in a country of ours where people are not civilized, do not have sense of cleanliness and do not have concern for fellow citizens. I am not talking of uneducated people only. Toilet construction could still be possible but maintaing it is much more difficult. An all together new concept for this needs to be found out. The public toilets could charge a fee for use, the funds collected could be used for its maintence, working of flush and cleanliness. An employee should be present there for collection of fee and for cleaning. Besides the usual public places there is also an utmost need of public toilets in residential colonies - 1,2, or 4 depending upon the size of a society. Due to lack of this facility the service class has to relieve themselves in the open. The civic authorities should not give completion certificate to the builders unless they have provided for toilets for the service class in thier projects. Some mechanism shall be worked out to ensuure that these toilets are maintained also and are being used. more
