BJP Ministers not interested in meeting people

Dear Sir,
Please note I tried to meet several ministers of BJP in Shastri Bhawan, Delhi and their residences as well but I found that for getting a pass for visiting them I have to call their staff and discuss the matter over phone and after doing so I came to know that a pass can't be made as most of them are not on their seat or are busy in meeting and are having meeting on their residence or out of town or ill. So I asked the home ministry staff for making a pass for visiting them but they told me it is not possible as I have to get permission from ministry staff first. I got a pass with great difficulty for visiting social empowerment and justice staff member and found out their staff such OSD and PS already left and HRD minister staff that they were having meeting with their own staff although they were not discussing anything. Then I visited Youth and sport minister OSD and PS but they told me minister is in meeting with people and don't have time to meet you and asked me for visiting again next day and after doing so I was not allowed to meet anyone as there was no one available. This happened with me 6 to 7 times with youth and sports minister on his residence. So what kind of good governance or work you are doing for public when we are not allowed to meet with the minister on one or other pretext. How will you sort out grievances of people when minister is not interested in hearing it or meeting people. What kind of system is this that home ministry officials are not allowed to make pass for people without getting permission from concerned ministry staff although they are lying free and don't have any work to do.
