I booked a flat in Dwarkadhis Aravali heights Gurgaon in 2007 on construction linked contract for a C type flat in tower C1 with a commitment of completion within 36 months. They started cheating from the very first demand letter they started raising the demand for all the towers when they started the construction of D type tower. When I reacted that is illegal then also they continued raising their illegal demands I decided to pay only when the construction of my tower C1 starts. After the start of construction of tower C1 which was taken in the last as the place was being used for the material storage for all other towers due to place was located in front of their construction gate. After that I paid all the instalments timely barring the last one which was at the time of possession. They issued a possession letter in March 2013, which was promised to complete by 2010. Since I was far away in Bhubaneswar, They persuaded persistently to pay the last instalment also to avoid any interest. I paid the last one also based on their promise that it is complete in all respect. But when I visited in Aug2013 to take the possession, I was Shocked to see that tower C1 was still in shambles debris of construction materials were lying all around and they just started digging the ground for underground parking I took the photograph and send them that the tower is yet not ready for possession as club house, swimming pool and underground parking for which they had taken the money long back were not traceable. I visited again in june 2014 and then Nov 2014 again in May 2015. Till then the peripheral facilities were not ready. Neither permanent power and sever connections were obtained from HUDA. They have already taken more than 100% of contracted payments and not replying to my letters to offer complete possession of my apartment C1/31. Such builders are cheating the investors by conniving with govt authorities and no body or regulation is there to challa ge such cheaters even they are able purchase consumer court cases in the by corrupting the officials because they have abundance of black money! more

Dear Ravi Arora ji... further I would like to add that reply/information received even after too delay is also incomplete, our purpose of seeking the Information Under RTI Act,2005 is ultimately defeated... more  
My comment was not that DTCP is not following RTI Act.....(actually our experience about 8 years back when RTI Act was just passed in parliament... was not bad... but just like everything in government the babu's have figured out how to sabotage ANYTHING that helps the voter), but they have failed to uphold the letter and spirit of the law...... For example..... the law (Haryana Apartment Owners Act) requires that the Declarstion (Deed for the common areas) be registered with the Registrars Office within 90 days of Certificate of Occupancy (with this CO one can occupy the unit).... however about 3-4 years back very few projects met this and even now... most/all are late..... but NOT A BUILDER HAS BEEN PENALIZED. FYI..... The penalty to be paid by the builder to the Haryana Exchequer..... is Rs10,000/- per day per unit...... my last rough estimate was in Gurgaon alone it exceeded Rs200,000 Crores..... yes much more than G2/G3, Coal etc. scams in Delhi.... (In my case.... it was over Rs3 Crores for MY unit... you can do the math for the over 200,000 units in Gurgaon.... ALONE). With such collusion between DTCP and builders..... what do you expect..... justice and fairness...... if you do... you must believe in Santa Claus.... more
