Although there are some citizens / members of civil society voluntarily doing their bit either with genuine motto of service and few others for the sake of availing photo opportunities , but the actual agencies like MCD, DDA which are responsible for maintenance of parks , public areas are still not motivated at their employees level for this mission. It appears it has worked the other way round . The employees of these agencies are assuming that their work has been handed over by Hon'ble PM to the citizens / civil society and they (emplyoees) can relax. One can see the state of affairs in the parks , footpaths common areas in markets etc. for example in Ashok Vihar .

At Ashoka Garden itself the main entrance opposite the Murga market is full of filth , garbage, cow dung, leaking sewer. The entire stretch of Road from Water Tank up to Keshav Puram Crossing is in very bad state . There is no concept of hygienic ambience any where around.

Local leaders have not bothered to avail even the photo opportunities for the purpose and also have forgotten their routine duty of keeping watch over the management of affairs by the local agencies. After the messages from the top level in Government , they have a bigger role to play at the local level to build the tempo. more  

The fact is the state level services people are irresponsible and do not have any kind of inclination to the society they live in. These people are so arrogant that they want everything in life for free, no matter in whatever it get to them and even such benefit costs their self respect and identity. This is the situation, which we can see, across the municipal corporations and municipalities in India. These are the people who will have to initiate the cleanliness in the society by creating waste management infrastructure like providing dustbins for every 50 meters and arrange the pick ups from every dustbin. The corporations and municipalities need to align with local universities and research organizations in identifying ways and means to manage the waste and allocate some of its budget towards research and development activities. Following are some of the suggestions which Central and State Governments may consider to motivate these local corporations and municipalities in doing their job. 1. Reduce the elections term for corporations and municipalities from the existing 5 years to either 2 or 3 years. By going very frequently to the people for the votes, the counselors are forced to perform atleast to the extent of 50 percent of what they promise to the people in their area. 2. With the current trend of social awareness of the problems in the society, this would empower local governments with clear responsibilities over short term. 3. The yearly budget need to be published before the corporations office like how much support they are intending to collect from taxes, the budgetary support from state government and their short term plan of over 1 year for the projects they would like to complete. Hopefully, by ensuring these measures, the mindsets might change over a period of 5 years. But once this mind set is changed, the rest is assured for a better change. more  
Some how the general attitude of putting waste into Waste Bins is still not setting in. It appears that ultimately the school going children , who are learning good manners at school , are only going to be effective medium for changing the attitude of their careless parents. But it is going to take its own time. more  
On Wednesday 5 Nov 2014, I happened to attend a wedding reception in a township belonging to a factory. The buffet dinner hall was clean to start with. but as the dinner session progressed, paper cups, some loose eatables and liquid spils were seen. Large sized waste baskets were kept and more than 6 persons were standing at the corner for cleaning. But the they were not cleaning as the persons were standing in the hall eating and talking in groups. Perhaps the cleaners were waiting for the session to close and then start the cleaning. but the whole hall was looking so ugly. In such cases, a temporary mobile closure should be created to access the floor in parts for cleaning even while the dinner was in progress. kn more
