Having Overflow alarms installed , auto cut can save lots of water overflowing into the drains. This saves costly and scarce clean or underground water, reduces sewage and load on STPs. small step but very effective. Secondly people should be encouraged to clean thier backlanes , use that space to grow plants, which cannot be easily eaten by animals , will help them generate oxygen. Alternatively local municipal corporations can organize tree camps, with special discounts on manure, planters, pots etc. spreading the green habit. third build urinals for your utility staff, like cleaners, guards, drivers, dhobi as these people have no access to basic amenities and defecate and urinate in open. more  
civic sense is good for community But cent. Gov shouid make some protocols for corporations & other authorities responsible & that should be mandatory & accountable for the responsibles. because only few people spoils the whole system & all efforts then rest also follow them thinking when everyone is not doing why should I & nobody to check them , so some regulations from the Gov. should come for those antisocial & uncivilised people more  
Indian municipalities, boards whosoever are responsible for managing, promoting and creating/designing infrastructure to ensure these essential services are unfortunately not aware of the very reason responsible for cleanliness ethics in there territories. If the focus to search and investigate as national responsibility, they will realize the problem exists in their service module. Redesign of services module will enable them to realize success with better revenues and mass appriciation. more  
I strongly believe that "Cleanliness" is one's mentality - one must always compare his/her surroundings with his/her own 'living room' at home - are we not following the above "9 basics" for our 'living room'?!! Country is nothing but one's own house/homee!! Thanks more  
Assuming that every Indian follows the nine Civic sense basics, there are certain areas which falls outside his control, but he suffers because of those. I want to list a few examples, though the list is not exhaustive : 1 Pet and stray dogs : Indians picked up from the westerners the aristocratic habit of rearing pet animals without learning from them what the owners are required to do to maintain hygiene arising out of the nature's calls of these animals. The pet is just taken out to the neighbor's corner for urinating and on to the footpath for open defecation. The same habit is on while on a morning walk to the park. 2. Noise pollution : Pollution is not only from your kitchen garbage, it is also from many other sources including smoke and noise . A senior citizen couple is advised to have at least four to five hours sleep to combat diabetes and hypertension. They are not able to sleep even an hour uninterruptedly as the neighbor's dog and stray dogs keep barking all along and in between few neighborhood young guys zoom their motorbikes past your bedroom road with the silencers off to decide who is the most macho of them. 3 Empty sites and uncovered drains : Inspite of the fact that the BBMP cart comes regularly and collects sincerely what you offer as garbage, many neighbors and passers byes do not want to wait till morning. They will prefer to throw whatever they cannot consume into the drain in front of your house ( not theirs)or the empty site nearby. Stray dogs, cows and buffaloes then take over who are waiting to have their supper 4. Irresponsible parking : On the entrance gate of every house you will find different ad agencies hanging a bold " No parking in front of this gate" board alongwith their advertising content. In spite of that you will find people have left their cars and bikes in front of your house leaving no space to park your or your guests' vehicles. Sometime it is impossible to move out or in your own vehicle as hardly any space is left. 5 No consideration for padestrians : Many times a child with her mother or an elderly person or a differently enabled person wants to cross a junction or a circle to go to the other end and waiting for a long time to find some space in the non stop flow of vehicles. Everyone is busy and no one wants to stop or slowdown . This list is endless. This is not to paint all the residents with the same black brush. Normally my experience is that in localities where cultured families are living for generations, the life is more orderly and people have respect for others. The situation becomes nasty where floating population is high, nuvo rich families have cropped up, there are cluster of rented accommodations and places where live large number of single adults who never got good cultural groomings from their parents. To make this later category to be part of the larger social landscape we need some influence of discipline enforcement tools. In some other part of discussions it was stated that there is supposed to be a beat police officer for every locality attached to the jurisdictional police station and 92 percent of respondents do not know about it. These officers can make rounds and pick up errant citizens. Similarly BBMP and other local bodies can isolate uncivilised residents with cooperation of peace loving and responsive residents who, in no doubt , are in majority. Over a period of time as the operation of local bodies gets streamlined, advanced detection gadgets like CCTV cameras, sniffer dogs etc can be commissioned. At the end, the civic society must be able to exert and make a bold statement that unruly behavior by errant residents will not be tolerated . more
