First thing we should do is direct jail any one found carrying cash in access of 25000. The term should be one month for every 20000 access amount over over the limit. Banning 500/1000 notes will help. E transactions should be encouraged for transparency. more  

For implementing or enforcing Citizen Welfare or public safety issues ; no politician ;no police ; takes step. Even Supreme Court also will take its own time to set any such issue for the Constitutional Bench which also will not allow this action at the presently existing extraordinary human rights & human liberties in honour of the Judiciary . more  
Ban all big denomination notes of Rs.1000, 500 and 100 and limit cash transactions to Rs.1000. Any cash transaction above Rs.1000 to be declared illegal. All transactions above Rs.1000 through debit/credit cards only. more

If you demonetize carrying huge amounts in Rs.50 notes will be a problem. If cash transactions are limited to Rs.1000/- and above Rs.1000 cash transactions declared illegal, then the question of carrying huge amount of cash and transacting in cash do not arise. more  
How will you monitor cash transactions? How will you know someone is carrying 25000? more  
Every month a state policemen seizing about 40 lakhs to 60 lakhs cash in Taxis ; and ; weekly 1 & 1/2 Crores stolen/smuggled Red Sandal . Govts. are so still. more
