70 Lakhs Govt. Fund Cheques of Cultivating Owners MISUSED

Telangana Government found that 70 Lakhs worth Government Cheques of various Farmers were encashed by strangers/Bank Staff or the connected Govt. Staff IN ONE DISTRICT.

Cheques belonging to : a] those who dead [b] those who sold off their land [c] Cheques for excess lands [d] Cheques for less lands to some INCLUDING THOSE hailed abroad were not returned back to Government and Govt. did not get them back.
In addition, 551 Cheques that contained mistakes were ordered by the Agricultural Department to withhold .

Government conditioned that Cheques are to be exchanged with Cash to the Farmer against production of Pass Book and Pass Book was not given , against Aadhaar Card OR, Voter Card .

Government Officials , Higher Authorities are not in a position to understand as HOW THE CHEQUES WERE ENCASHED ?
HOW THE SBI Cashier , Authorities had released Cash without presence of the Farmers of the a, b, c, and [d] and, the 551 defective cheques ?

ALL SUCH ARE ONLY BECAUSE of [1] Non punishments for such Financial Offences [2] Backing Support of Bank Employees and Bank Authorities AS WELL AS THE responsible Government Staff ; AND, LAPSE OF CONDITIONING BANK THROUGH Transactions for all Govt. Payments , Grants , Loans , Bridge Loans , Reliefs etc.,

Neglect in controlling the long carried malpractices in PDS etc., even setting fictitious Ration Cards , Wrong Land Pass Books , having no check with Sale Registrations of Lands by Revenue Offices IS THE ROOT CAUSE FOR MANY OF SUCH Misuse, Misappropriation and Loot of Government and Public Funds decades together . more  

While the Post discloses misuse of Govt. Funds, followed issue discloses the way of Traders/Businessmen,Black Money Financiers. 65 lakhs Currency Seized pertaining to Interest Payment by some 'O Business' traders of Begam bajar to 4 Bombay Financiers. Such volume is monthly transported through Andhra Parcel Services of Osmangunj. 1. Many commodities are counterfeits cheating the original manufacturers and customers . 2. Sales Tax of majority % of Sale Turnover had been under continued loot selling without Bills and accounting . 3. There are many such Cities and many such Traders decades together and was why GST was thought and now implemented . Even this is getting diluted in enforcement since many are colluding with Input Subsidy under GST too . more  
The solution to these frauds is enforcing use of Aadhar and Direct Bank Transfer. It is also very good step to open bank accounts for every adult in each family. This will encourage financial inclusion, prevent fraud and diversion or misappropriation of funds, formalisation of economy and widening of taxpayer base. more  
Correct. S.C. also to stand in support of Public to save National Funds. Mandating Bank/POPB Accounts is only remedy at least for all Government Payments , Grants , Loans , Bridge Loans , Reliefs , Subsidies etc., while curbing Free Provisions, Free Items, Free Gifts, and or Free Properties [excepting Residential Sites and Agricultural Lands that to be through only District Collector ]. more  
Sir, it is common that when government funds are released there are people who are eager to find loopholes in the system of distribution and its true,genuine use .People who see that non claimable checks are available in their sphere they will connive with various people in the chain and misuse it or encase it . Only a true audit will save all such schemes . more  
Currency Exchange in Demonetization period proved that MANY CANNOT BE TRUTHFUL and hence S.C. also to step to help public in controlling Loot of Government Funds, Finance, Income and Wealth . more
