5 Cardinal points for the Citizens and Executives:

There should be a fair and just agreement and harmony between the citizens and the authorities to keep India clean .
The 5 points sought by Swachh Bharat :

CITIZENS :

1.Garbage should be segregated only at the house hold and it should go straight to the garbage collector. Nothing should be kept out or thrown outside the house or on the streets.

Only when kept out there are problems with pests, Rodents, Dogs, Birds and even cattle. Housing colonies can do it more professionally..Give a deadline for people to learn and practice , then resort to warnings and fine.

2. Make newspapers into bags for shopping packaging, which will successfully replace
the usage of plastic. [Don’t buy , make at home – it is easy to make as we cover the books and notebooks for children. Have some jute thread] Even for liquid items use appropriate vessels. Hotels in Bangalore charge for package materials – good other cities also to follow .

3. Public Urination Defecation should be curbed .

4. Hospital and clinics waste like bandage, dressing materials, disposable items , needles , tubes to have a definite plan for destruction.

5.Each one teach one through local circle members.

EXECUTIVE / AUTHORITY :

1. Storm water Drainage and Sewer lines should be clear for free flow .When ever flow is obstructed clear it immediately. Make sure to dispose immediately the cleared litter from the spot and not lie for days together and let them get back where they were taken from.

2. Provide Toilets and Urinals for the different genders in public places , worship places , market places. Introduce the system of penalty / fine for not complying with the notice . If pay use toilets / urinals , make it a point that the tariff is displayed boldly and see they are not covered or defaced to charge exorbitantly

3. Train the garbage collector, the last grade worker and not the others above him, as the only person who has a chance of meeting the garbage generators .Let them train the house holds ,to segregate garbage and retain in the house till they collect . Let hem also tell about the pros and cons particularly to the perpetrators. This means all the garbage collecting last grade worker has to spend 25 % of their time doing this propaganda.. So reduce the number of white collared workers and increase / upgrade the last grade workers who actually do the job

4. A workable HELPLINE IS A MUST TO TAKE DOWN THE COMPLAINTS , SO THAT VALUABLE TIME IS NOT LOST . IT SHOULD BE ALMOST LIKE WITHIN THE GOLDEN HOUR IN MEDICAL PARLANCE

5. The authorities to be role models and not to give any excuses. WE WILL HAVE TO TO INCLUDE OURSELVES ALSO AS ROLE MODELS AS WE HAVE BEEN PUNCHING THE P.C. ALL THE TIME SUGGESTING TO OTHERS. LET US BE PRACTICAL AND INFLUENCE MORE CITIZENS INTO THIS .

I agree with the points posted by Shri Jayakumar Danial.I would like to lay special stress on the his points 4 about a WORKABLE HELP LINE. Many municipal authorities appear to give the least importance to cleanliness maintenance. IN MAY PLACES IN AHMEDABAD THE WASTE BINS PROVIDED BY THE MUNICIPAL AUTHORITY HAVE BEEN REMOVED ALTHOUGH THEY WERE WELL IN USE. EFFORTS TO CONTACT THE MUNICIPAL COMMISSIONER AT THE EMAIL ADDRESS GIVEN IN THEIR WEB SITE FAILED WITH THE REASON "ADDRESS HAS BEEN CLOSED" ETC. more  
now municipalities are flooded with fee/tax collection after 8th nov 2016. this money be used for more dustbins, more/new equipment garbage collection be more frequent rather than once a day. more  
I have recently seen 'Jain Group of Institutions(JGI)' installing a pair of colored (red/green) bins at certain open places where people had been throwing garbage and made it a mess. more  
First Municipal corporation have to com,e forward to place colored bins at various locations. and educate the person to collect the garbage from houses in the same way At present there is no system more
