10 model Districts for Govt Missions - Inputs Sought

One of your key inputs has been the creation of 10 pilot districts in the country where every mission of Govt of India is successful and a show case for rest of the 600 districts in the country. These districts should be examples of high civic sense, no corruption for citizens and business, fast turn around times for all Govt actions, high quality law & order. Also, you have suggested that the collector along with project directors for each mission in these districts appointed by the Central Government and working closely with the State Government could be a potential working structure

Kindly share how the Government should go about taking this from an idea to actual implementation. Please be as specific as possible on the operational model. It is critical that such a model be implemented at the earliest as it can be the basis of a Transformed India at a district level.

If any thing fails it is due to vested interests and interference by politicians. To counter the same the local people committee to be formed in association with NGOs and active involvement of local commercial community, schools and educational insttutions.Such a set up will help at least to find out who is the real mischief maker .Without local supprt no plan will succeed.service organisations like Rotary club,Lions clubs etc should be requested to join the groups in this regard. more

If State Govt and local bodies are involved or depended upon, it is guaranteed to fail. Project Directors to be appointed in each District directly reporting to Central Government with a coordination set up at State Level. The Project Directors are to be retired IAS/IPS/ from a different State cadre or retired Army personnel of the rank of Colonel and above . They are to be supported at ground level by short service Defense Personnel who are retired within last 2-3 years and paid remuneration. Local advisory committees with eminent citizens and a distinguished media person (politicians excluded) to be formed to provide feed back on implementation problems and viable suggestions. The review meetings to be once a month and discussions/minutes published widely next day more
