1. While the Government Authorities or the Political Leaders could not cater/fulfill the requisite Essential Public necessities and Civic grievances in the following :
[1] Employment Opportunities, Self Employment Facilities, Distribution of Agricultural and Housing lands pertinent to Land Ceiling,
[2] Drinking & Irrigation Water Facilities through Inter-connection of various Rivers, Canals, Channels and also through Formation of High Power Riggs and High Power Ground Bores
[3] Government Educational Schools for free Education up-to Intermediate level, Government Colleges sufficiently for the existing Poor Population besides Educational Institutions in the Private Sector with absolutely low-cost Fees either Aided too
[4] Sufficient Power Supply for Agriculture, Industries and lighting
[5] Government Hospitals, Dispensaries, with sufficient Medicines and Medical Staff etc., human requirements and absolutely FIFTY TO SIXTY Percent People who are the Poor Citizens are still striving with Paucity and Poverty and in absolute need of all the above Minimum, Basic and Essential Necessities.
The Justice Sri Krishna Committee surveyed all the regions of the State and submitted a detailed comprehensive Report to the then Central Government where in the above 5 grievances had been covered in their recommendations. Without giving due importance to these facts , the then Central Government had in February 2014 undemocratically divided the under A. P. State Reorganization Bill & neglected the Governments Declarations concluded & staged in the Rajya Sabha in adding the vital Declarations too in the Bill . These declarations had the importance of stalling the Parliament and even particularly the Rajya Sabha on the final day too only after which the Honourable Speaker had taken-up the Bill for Voting. But, without concluding a supplementary bill for these two most important issues , they have closed the Parliament sessions undemocratically .
A. The then Central Government and the then ruling Congress Party both at the State and Center though specifically know with all statistics about the deteriorated condition of the such other 4 states that were bifurcated and created as new states which could not complete their Capital City with all requisite infra and their poor financial status that tendered to getting huge and bulk loans at interest and thus just still striving for funds ever after 10 years at at 2014 .
B. The Raghu Rama Rajan Committee report on 7 such other States suffering from paucity to address the public essential provision that were specifically addressed in the Constitution also had been kept pending making the innocent poor citizen to disastrous life-lead .
C. Consequently , the Government of the Residue State of Andhra Pradesh has chosen wisely to meet the requirements of the Creation of the new State Capital City with the people needs in it , TO HAVE INTERNATIONAL PARTICIPATION AND FINANCIAL INVESTMENTS IN THE NEW STATE TO KEEP THE STATE AWAY FROM THE SUCH SUFFERINGS OF THE ALREADY CREATED 4 STATES .
D. The present Central Government having known of the undemocratic bifurcation and unlawful declaration of 2 or 2 issues , is now facing serious situations of Financial , legality , and, the natural Justice not only to the residue State , but also the Citizen already suffering from the non implementation the Constitutional provisions of articles 45 , 46 , 47 , and , the 48 ; in addition to the basic duty of the Central government to FULLY FUND THE TOTAL COST OF CREATION OF THE NEW CAPITAL CITY , INFRASTRUCTURE OF ALL STATE & HUMAN INFRA , like Roads , Flyovers , Bridges , Canals , Drainages , Air Ports , Bus Stands , Bus Depots ; and , Rail routs .
E. THE THEN CONGRESS GOVERNMENT, INSTEAD OF PROVIDING THE ABOVE LISTED IN POINT 1 TO 5 WITH SUCH FINANCES , VERY UNWISELY AND UNDEMOCRATICALLY OPTED TO CREATE FURTHER A NEW STATE ABSOLUTELY WITH ONLY THEIR POLITICAL THIRST & HUNGER OF POWER .
And , now , conducting processions , meetings etc., instigating the innocent poor to act against both the present State and Central Governments creating rigor and tensions , public unrest IGNORING THEIR FAULTS STAGED AGAINST THE THEN EXISTING LAWS AND , EVEN THE LAW OF NATURAL JUSTICE AND THE ABOVE SAID CONSTITUTIONAL ARTICLES THAT WERE WILLFULLY SET OFF DECADES TOGETHER .
There is absolute need of formulating necessary Laws , Rules , to arrest such undemocratic applications and , particularly those against to the Objectives , Ethics & Norms of the Indian Constitution & the purpose of Democracy . more
