As a retiree from a senior level government servant in finance and accounts department (I retired as Additional Controller General of Accounts, Ministry of Finance), I want to make a very specific suggestion in the area of fiscal accountability in Central Public Works Department (including State PWDs). It will change the work culture in these departments and eradicate the phenomenal corruption for which these departments are known.

There is a Schedule of Rates in CPWD for every item used in construction and for every item indented, which forms the base for tendering. I suggest that a committee be formed in CPWD which should also add the LIFE SPAN of the item built or supplied. May this be road surfacing or furniture or building or eletrical fittings. Besides making the contractor/ supplier accountable, the officers supervising the project should also be penalised for the default. more

Thank you for the advice but you are supposed to advise Modi and not me. Bureaucracy has reduced Indian Democracy to, as I wrote in my book *India Unbound, " Government of the Paper, by the Paper, and for the Paper". *I was then Janata Party General Secretary and Chandrashekhar wrote preface to it. I am an academic as well as a political activist. I know Indian bureaucrats become politically wiser after their superannuation and find it easy to jump into some plum post. All the best. . more  
The bane is in fact the fallacy that the academicians suffer of presuming that they know everything on earth. Mr. Prof, a soft ware is not developed out of thin air. .It has to be developed and for that you need experts from the field. Better you restrict yourself to foreign policy and culture which in real term means neither here or there. Wonderful suggestion indeed. Out of Rs 100 spend on every project like a Road or a bridge only 20% is expected to be spend there. The Road or bridge is so substandard but there is also a farce called 'Inspection' by the Government Engineers, and no body is accountable at all. Taking the lead in the suggestion given by Sri. Thapliyal , it can be expanded polished to make the contractor, the Inspector and the Executive engineer accountable. more  
Proliferation of bureaucracy is the bane of Indian democracy. Too many cooks spoil the broth, so also to many Babus spoil the policy implementation. Otherwise, suggestion is okay.
