1. To day it has become a fake status symbol to own a car. Buying a car thru car finance is not at ll difficult today. Banks have made a roaring business. They have forgotten the after effects of such business - too many cars on road will lead to misuse of the car, breaking traffic rules, parking at wrong places, and above all if not allowed the owners start quarreling and some times fighting with the co-residents.The Delhi Dev Authority (DDA) at the time of allotting flats or houses in Delhi way back in 60's and 70's promised to give neat and clean environment and atmosphere for the allottees to live in. It has today turned false totally.
2. Some body must own proper maintenance of the traffic signals. On one side the traffic signals are not properly visible, on the contrary the traffic constable is many a time watching that particular signal violated and challan the vehicle. It is disgusting.
3. Conditions of the road except the presidential area are awful. There are pits, privately constructed speed breakers, muck taken out from the rain water drain spread over the road side, and so on.
4. Traffic lights - Even if traffic lights sometime do not work, then drivers should have restraint and drive care fully. If there is an unmanned railway crossing, then also it becomes responsibility of the drivers to be careful, and not to behave erratic.
5. Land area in Delhi or NCR, I think, cannot be increased. If number of cars keep rising, there has to be chaos and therefore there has got to be a balance if not today, tomorrow positively - probably one family one car only.
6.If there is no space left, people will park wherever they find space - whether parking or no parking area.
7. Lane driving is for those who wish to follow traffic rules religiously. When people at midnight do acrobatic driving near India gate and police is helpless, what more is expected.
8. Excess of every thing is bad. More and more cars are dangerous. If road is found clear, they speed up at more speed than permitted and the saying speed thrills but kills also.

IN THE END I WOULD LIKE TO SUGGEST THAT A CONTROL FROM WITHIN ONESELF WILL CERTAINLY WORK INSTEAD OF IMPOSING FROM AUTHORITIES. PL FORGIVE ME IF I HAVE HURT ANY BODY'S SENTIMENTS. more

I don't think this would do the need. In Myanmar, the govt has stopped sale of new cars, only old xars can be purchased from market. Such sort of action might be possible. Then again, the auto sector industrialist won't let it happen.. The only way I can see is that public transport be made so disciplined, clean and air conditioned that people prefer them over their own cars.. more  
kamalarajan yes it is menace all over india.we can implement a rule one family one car one 2 wheeler one house in one city one more house if need be in an rural area .this can bring down consumerism and also help to solve day to day problems. more
