Supreme Court Verdict on Firecrackers: Inputs on Enforcement

86% of all members in the circle had voted in favour of No Crackers after 10 pm.

We are pleased to share with you that Supreme Court has ordered that only light crackers may be used between 8-10 pm across India and has banned online sale as well as sales by unlicensed traders.

We now seek your inputs on how these orders can be best enforced. When it comes to State Government, District Administration, Police, Municipality, RWAs/Colony and Market associations, what role should each of them be playing. We look forward to your inputs!

Japanese model must be made mandatory for all schools and parent consent be taken even at application time itself for school admission. more  
It is not relevant to this discussion but is very important for PMO or other authorities any way connected or concwrned with Swichh Bharat. In Japan, when a child is admitted to a school, the child is guided for cleaning the class room. It is this guidance/instruction by the teacher that makes the child aware about cleanliness. And after a few years, say upto 5th standard they form the habit of cleaning their classroom, environment and public places clean. And class rooms are always found clean beyond words. Moreover, children's parents appreciate it. In our country, many parents do not like this. They just wish that their kids should have public decency but not at their own cost but at the cost of tax payers' money or government's efforts. Mostly parents teach to do this kind of menial effort. That's why streets and public places are dirty. Most household ladies clean the house but do not clean the street or road in front of the house. Education Ministry should send circular to schools and frame policy for teaching cleanliness to tiny tots. Emulating Japanese model will make after a few years. more  
The local Police forces are not sufficient to enforce the rule. Let their be local committee to enforce and implement the rule. more  
Though the order issued by Supreme Court is to help in improving the air quality its implementation will be very difficult. An example is Sabarimala where Supreme Court order is not implemented. Bursting of crackers is going on for ages and restrictions will be very hard to implement. A possible solution is to restrict production of noise producing crackers to begin with and create awareness in children of harms of bursting crackers. more  
State Police, Municipal/Panchayat Bodies should enforce the Supreme Court Ruling. Educating the people of the timings is very important. Besides, Municipal and Panchayats should earmark the open spaces where the crackers can be played on a community basis. more
