Safeguarding consumers from Counterfeit Products on eCommerce sites: What should be a reasonable counterfeit penalty that the eCommerce seller should be liable to pay to the consumer once it is proven that the product shipped was a counterfeit?

The Counterfeit Penalty would be in addition to the product return/refund.
