STOP Malpractices by telecom operators

I had Idea/ Vodafone connection and faced this problem. All service providers have the same modus operation.
The subscribers of mobile network face a problem from service providers where their request for disconnection is not acted upon immediately. After subscriber makes a request, the service provider representative makes call to convince not t dis connect, then his senior person tries to persuade and so on. The service is not disconnected and billing is ON though the subscriber doesn't use the facility. If subscriber doesn't answer the representative's call, the number remains operational for months with billing till it gets disconnected.
As consumer forum, we should put a stop to this malpractice.
