An ecommerce company and ecommerce marketplace whether foreign or India is not required to be registered under any law or statute.
DIPP is nodal department for all things related to ecommerce. In an RTI reply they admitted they have no information of number of websites running in India.

It takes months before knowing the impact of a website or company to consumers, suppliers, value chain etc. it should be role of government to regularise them by taking first step of creating a register.

In contrast, IRDAI already has rules for ecommerce companies who are doing insurance aggregataion through web and has good rules and regulations for them, this has reduced the consumer issues in this industry to minimum.
You are addressing the wrong Department as DIPP or The Department of Industrial Policy and Promotion, the agency that formulates foreign direct investment policy and promotes, approves and facilitates FDI while Ministry of Corporate Affairs only deals with Indian Companies. MEITY also is partially involved.

There is already a new Bill for Consumers being considered by the Government & is awaiting Parliamentary Approval. This will take care of most of your concerns anyways.

You need to address this to the Ministry of Commerce & Industry and the Department of Consumer Affairs under it as "E-Commerce" is really "Electronic Commerce" instead .... more
