My Transit Visa rejected

I enrolled in one of the universities in New Zealand and got the student visa. I was planning to travel from (HYD)India to (Wellington)New Zealand. I approached VFS Australia for Transit Visa, as the flight goes via Australia. I was told I need to purchase a Ticket which should show the flight goes via Australia, before applying for Australian Transit Visa. I bought a Ticket which showed a brief halt in Melbourne(Australia), before taking off to Wellington(NZ), And applied for Transit Visa. Shockingly the Transit Visa got rejected. I applied three times and all the times it got rejected. They specified the reason as 771.212(According to this clause, passenger should pass through Australia, if he wants to avail transit visa) and I fulfilled all the criteria, including submitting my Student visa, flight ticket, passport, PAN, Aadhaar etc. Still it got rejected. Since, the ticket is a non-refundable one, I am bound to loose the amount 42000. I wrote to Australian embassy, but could not get any help from them. I am not sure what should I do. Please advise.       Write to Director General of Civil Aviation for directions to Airline for refund as the cancellation is beyond your control. more
