DTH telecast Bill for the money being paid by the customers

AS per latest TRAI guidance we have to propose the channels for which the service provider will charge the customer. It is good.

However irrespective of whether the customers view such channel or not the customer should pay for the selected channels.

Why can't be a metering system through which the customer pay for only the channels viewed as per the duration viewed? It should be possible as I feel.

At least the customers should get the bill for the channels being viewed by them. Here the customers can cross check how long or how often they view such channels. This will help them to eliminate the hardly viewed channels.
THE BEST PROPOSAL WHICH WILL BE IN THE INTEREST OF DTH COMPANIES AND PUBLIC IS--

THERE CAN BE MIN CHARGES OF 200/- (170/-+GST) EVEN IF NO PAID CHANNEL IS ADDED TO FREE CHANNELS. PAID CHANNELS CAN BE ADDED UP TO 200/- INCLUDING GST AND IF THE COST OF PAID CHANNELS EXCEEDS 200/- THAN THE CHARGES WILL BE UP TO THAT. NO SEPARATE ADDITION OF NCF OR FREE CHANNELS TO BE ADDED.
