To Control the traffic woes the root cause need to be addressed. thats is
1) issuing of DL should be more stringent.Proper following of Dl issuance should be crossed audited and checked by competent authority.
2) Parents need to be educated in not handing over vehicles to kids who are not having a DL. Cases of non compliance - parents should be booked punished
3) Police should be more focused on controlling autos and buses with strict punishement for drivers and owners in cases of traffice violations. Prefer direct nting of reg nos and sending legal notices... rather than stopping vechiles on road and creating inconveince to all parties.
My observations are as follows:

Only we, the most ordinary middle class people, who are already stressed with many troubles and therefore always want to be away from additional unnecessary troubles, try to maintain the traffic rules. The smart traffic rule breakers easily and conveniently break traffic rules. Some examples are as follows:
(a) People conveniently jump traffic red signals
(b) Wrong overtaking, rash driving is a signature of young people .... hardly noticed and punished by police
(c) Bypassing traffic island is a common phenomenon .... nobody watches .... example Bistupur Regal Ground crossing .... only a few yards away from Bistupur police station
(d) We always need to be very careful about two wheelers ... the reckless two wheeler riders do not even hesitate to collide with other vehicles and damage the cars .... creating scratches, dents ... etc. and then fly away at 80km speed.
(e) Few moths back, three school students, riding on a pulser 200cc bike (surely they did not have even driving license), broke the tail lamp of my car and fled away .... who is responsible for this? Those kids or the traffic police?
(f) People do all sorts of wrong things and then threat others, using abusive language, and sometimes showing muscle power. Where is the traffic police in all those situations to help ordinary people like us?
(g) The cold drink shop at Bistupur Regal ground crossing is a horrible spot. A few yards away from police station also. Then how is it possible that a number of cars and bikes are parked there everyday at the most busy hours, which lead to excessive traffic jam?
(h) The Bistupur main road, in front of the market, is a no parking zone. I park my car at least half a km away and walk down. But everyday I see that there are many cars parked exactly at that zone. It means that I am a fool, and all the smart guys can enjoy all the undue facilities.

I strongly believe, that the traffic police can stop all these disorders by introducing strict punishment for all those rule breakers. But I have doubt whether they will really extend their hands to help people like us.

So, my observation is that, nothing is going to change. We, ordinary people, have to be careful, in order to avoid collisions and other troubles. Traffic police is not going to help us by any means.
The comments of Mr Ashok Nayak are absolutely 'spot on'. I'd just like to add that if the traffic police department ( fully appreciating their time constraints) could organize some short awareness programs, mainly for the auto & mini bus drivers, on road safety & dealing with commuters ( with special tips on politeness) it would really be the 'icing on the cake' for the often harassed residents of Jamshedpur.
Traffic police anywhere in world perform well when road infrastructure and its various amenities are all provided and are intact. Traffic police in Jamshedpur still struggle to perform their jobs in professional way due to lack of such facilities and amenities. They have capability to take it to next level provided if :
a) Adequate manpower is provided to keep constant check of people breaking traffic rules such as rash driving, not parking in designated areas, pollution under control certification.
b) All roads are built up with proper barricading and safety signs and warnings are placed intact. The municipality/local civic bodies should be accountable to traffic department before taking over any road construction and should get completion certificate from them to ensure work is performed as per traffic department guidelines.
c) Making vehicle license department responsible to traffic department for issuing any new license or renew of same. This is one of the major areas where traffic department can play a very vital role to make Jamshedpur one of the smart city.
d) Making mandatory for every school/college/institution to take directive from traffic department to have traffic rules and regulations as one of the key programme by using tools such as Quiz event, Awareness week, Manning traffic movement in front of school by childrens etc.
e) The proper installation and maintenance of templates related to road safety signs etc should be under the jurisdiction of traffic department.
f) Most of the traffic police manning point at road intersections are not adequately maintained and such places should only be manned by the police and common people should not be allowed to enter it.
g) The dress code for traffic police should be such that he/she is visible in whichever part of road he/she is standing. Use of fluorescent material is encouraged.
h) One of the major limitation envisaged is introduction of black points for rash drivers and traffic rule breaker. Power to cancel the license based on database available should lie with them enforcing civilians to re apply at respective transport dept.
I) Somehow honking or applying horns to drive a vehicle culture need to be eradicated and this is one area where we are still lagging in major part of countries. Most of the accidents takes place due to this noise pollution factor.

Overall the performance of Jamshedpur traffic police is good due to few of the basic amenities which has been provided but still there are lots of areas to make it more effective. Kudos to current traffic department for their hard working to maintain the rules and regulations.

Until and unless the procedures are not implemented to make traffic department synchronize with transport department, judicial department , municipal bodies etc and empower them accordingly, migration to next level of traffic management system will be a time taking.
