Massive garbage need massive organization with latest technology and disposal at an appropriate time.
Garbage removal should be done in the night when city is sleeping so they can do a fast and a clean job without disturbance to and from other traffic !!
Come morning, all the streets would be clean of the garbage which normally stinks in morning after decomposing for 12 hours. Rains may add havoc to it when rain water flows thro garbage into drains choking it. One can imagine how much garbage would flow into drains and choke it if the rains fall through out the night!!
Street cleaning / sweeping should also be done in night.
