For avoid problem for traffic movement, adequate parking spaces are to be provided in commercial buildings, residential buildings, public and semi-public buildings like offices, schools, colleges, etc. The Zoning Regulations (ZRs) of the Master Plan provides for enforcement of parking spaces. Parking spaces is enforced in the building plans as provided in the ZRs. Parking enforced in the sanctioned plan should be feasible and not for namesake. Most of the parking spaces provided are diverted for other uses. BBMP is not taking action against the builder or the building owner. Road space is recued for traffic movement. The serious traffic in Bangalore with about 11 million populations is due to increase in number of vehicles without a convenient rapid transit system, non-enforcement of parking spaces in most of the buildings, and lack of traffic discipline. Parking spaces shown in the sanctioned building plan includes parking for visitors also. But, we see board in front of the traffic generating buildings, that visitors parking is not allowed. Increase in economic activities with higher salaries has enabled working people to have their own vehicles. In a family almost all working people have their own vehicles. We see that in middle and high income group localities, like Malleshwaram, Basavannagudi, Frazer Town, etc, that cars are parked on the roads in front of their houses. On all the cross roads along major roads, cars and two wheelers are parked on the roads. No parking boards are fixed in front of the houses as though the road sides belong to the building owners. When someone parks their car on the road sides, the house owners argue to get it removed. Some private companies like IDEA provide no parking boards free of cost to the buildings. Their interest is to give publicity to their companies. Right in front of the BBMP Ward Engineers offices, parking spaces are converted for which no action is taken by BBMP. The following suggestions are made to see that parking problems will not increase considerably in the future: Integrated transportation with Metro Rail on all very busy traffic corridors, Mono Rail on other busy corridors, and bus transport as feeder service is to be introduced at the earliest for convenience of commuters. This will reduce the trend for private vehicles. Provision for parking spaces in the Zoning Regulations of the Master plan is to be increased to see that parking space is available within their own premise. Parking spaces converted in the commercial complexes should be removed and parking space enforced. Incentives to be given for multi-storied parking complexes in all busy places with reasonable parking charges. _______________ -Dr. A. S. Kodanda Pani, Urban Planner & Civic Analyst
