Administrative Reforms Department

The Central government is quite efficient as compared to the State governments in our country. But the Overall system of Governance has been really corrupt over the ages in India. The Bureaucracy has been as corrupt as ever and more so at the State levels. There is really no Growth No Development Done by the States in most of the cases always cry for lack of Funds etc. Also most state government employees are recruited thru even Corrupt practices on which there has been no checks at all as it is totally dependent on the Ruling party of the state and none of the states Anti-Corruption or other departments of keeping a check on such recruitment's have ever been given any power by the State. This is Also a Major cause of India failing internally as a nation as States run separate and Center runs separate & there is hardly any Brotherhood or friendship or cooperation or cordial relationship between the State governments or any of their Departments.
Also the Anti -Corruption departments of the State run departments are not at all Present or Transparent or even powerful to do their work properly as most of the employees in the Anti-Corruption departments themselves have been specially put by the Ruling or other political parties themselves to serve only their Corrupt causes more faithfully showing to the citizens that they are actually working for Anti-corruption( Just to cover up any cases arising out of them) instead of the country or cause of the people. How is this going to improve and when will the citizens see a Transparent efficient anti-corruption and governance set-up in the States too ? Any suggestions ? Computerization of all Departments have been found to be a very efficient and futuristic step in this process of transparency. Has Delhi government made all its departments computerized fully ?
