Why River Linking & Canal Grid Required?

The Head Lines on the same page in Sunday Times April 24, 2016:
1. ” Floods in Assam, Army called out"
Itanagar: At least two people were killed and several houses damaged in fresh landslides in Tawang district of Arunachal Pradesh on Saturday. Incessant rain over the past couple of days has triggered massive landslides in various places of the Buddhist town bordering the Tibet region of China.
2. "DRY run - Drought-hit states press Centre for more funds under MGNREGS".
Urgent action is requested from Government for expediting completion of river Linking Plan and creating a Water Grid of Canals. more  

This is a long pending issue and has to be taken up as a national issue. We need to go for channelizing the excess water due to heavy rain and sufficient water should also flow into the sea. It has been identified by IIT that we stand a better chance of getting rain, if the sea water is evaporated which helps forming clouds. For this, the density of salt has to be diluted with fresh water. Hence we need to go for a holistic study and design a process without compromising on the harmony. Most important thing is everyone should feel responsible not to pollute the river or tank water. more  
It should be done on a religious basis. Every village ,every mohalla people should come forward to this holy cause under the Leadership of honorable PM. Its very essential. more  
In theory it is very good idea being floated repeatedly for years by engineers ,politicians and others. But I am a skeptic .I wonder as to what happens if and when a huge inflow in to a major river connected by canals to another major river in full flow .Can we control this unexpected volume ?Their directions may not be same and With sand excavations and other reasons like volume it can breech canal bunds (our constructions are always faulty ) and cause unexpected inundations on the way .This happened in patti seema canal constructed for surplus water of polavaram flow of Godavari recently.This is in a small scale . Now imagine that it happens to Himalayan river flows like Ganga ,Brahmaputra,Godavari ,Cauvery ,Narmada .connected by canals to each other . If every year Ganga and Brahmaputra s flows are erratic and when canals bring more volume where is the guarantee that it has a controlled flow.with our spillage or inundation of unexpected areas on their way. Can Some one ?with good knowledge can bring some light on this doubt more  
River linking shall improve infrastruture and better irrigation.This should also create employment opportunities through out the nation.In my opinion this has to be top priority after national security. more  
Centre Must have enormous power over the States to identify the routes of interlinking of Rivers and Reservoirs that simultaneously increase Agriculture , clears Drinking water problem and , the frequent draught places and the Supreme Court also to support the Central Government in this prime and preferential issue please . Supreme Court and the Political Parties in India also know this long lingering and long dragged issue which now inevitable for the Economical support to the Nation itself . more
