Whose Job it is to Regulate?

Headlines in Economic Times Today:
“To Check Fake News and Hate Speech, First Regulate Digital Media: Centre to SC”
We were under impression that as per Constitution of India it is Government’s job to regulate. But now government is passing the buck to Supreme Court. This is just one example but it is happening every day. For decisions which Centre or State Government Officers should take citizens are forced to approach Courts.

Local Circle may consider taking up this issue with government to remind the Bureaucrats that as Indian Administrative Service Officers they are required to take decisions required for governance. more

Because of your health-age-factor, I think you are reacting to only a Single-Word-Sense but not to the Complete-Report-Sense. Hence, outwitting yourself out of the context of News Reporting. Headlines are correct but your reaction is not. What is correct is as follows. The Ministry of Information and Broadcasting on Thursday (September 17) told the Supreme Court that there is a need to regulate digital media and that the court may first appoint an amicus or a committee of persons as amicus before laying down guidelines with respect to the regulation of hate speech in the media. Just like the electronic media, the digital media too is impactful and has the potential to go viral, the government told the apex court. The ministry, in its affidavit, has claimed, “Digital media has faster reach, potential to become viral due to apps like WhatsApp, Twitter, and Facebook… Digital media has serious impact and because of its potential, the court must first take up digital media.” I further inform you, in India, at the top, there is a system of healthy Judiciary, healthy Executive and healthy Parliament in good balancing mode with one another but your single-word-sense-reaction is uncalled for. Your interpretation is like saying that there is going on unilateral-bilateral-trilateral persons' management at the exhaustion of the system of healthy Judiciary-healthy Executive-healthy Parliament-good-balancing-mode. more  
Proven also left for Conscience. Fundamental Duties, Lawful Authority, unimplemented. National Integrity unclarified, Public concerns of Article 19 left to Courts having been Separated from Clause 1 . Basic and Fundamental Issues of National Interest and Public in general are thus away from Justified Application and Rule . The issue is again is if Requisite Reforms and Regulations until Completed . more  
How can this be regulated? Whether the Government or the Supreme Court. No news is fake till it is established to be so. Now who will certify this? You, me, he, she, police, courts? WHO? By then, damage, if any, has already been done. Can this be rectified? One more phrase for a debate - SELF REGULATION? What is that? We are in a democracy, where every statement made out is true till it is established by the courts to be false. Till then, to curb my statement, impinges on my fundamental and democratic right. To curb, you require a set of rules and regulations. Then you have judgements of the courts. After all these have been discussed by the Supreme Court, one can conclude that a regulation be framed. However, the possibilities are infinite because arguments are so. This debate is never-ending. more  
This is pricesely my point. After an offence is committed, the police and courts come into picture. What sense does a regulation make when it is subjected to interpretation? This is a never ending process. more

First of all, we ought to define fake news. As per right-wing drinking cow urine is the solution for COVID-19. Even politicians endorse this. Remember Baba Ramdev's CORONIL. For the past couple of years, the courts are the ones who are governing/administering the country. The govt. is "busy" with "other" works. more
