What to do if you have a 10+ year old diesel car

Get an NOC for Another State
The Regional Transport Offices (RTOs) in Delhi are issuing letters to owners of diesel cars over 10 years old, de-registering them. However, there is a window of hope for some owners who want to sell it off in another state. The RTO is issuing ‘No Objection Certificates’ (NOCs) for vehicles that are more than 10 years, but less than 15 years old, for certain states where vehicle density is low. These include states such as Jharkhand, Himachal Pradesh, the North Eastern states and Jammu & Kashmir among others.

Scrap the Car
There are no laws in place for scrapping of cars, so owners will have to resort to getting them scrapped at local scrap markets. When a car is scrapped, the chassis number of the vehicle is cut out and given to the owner. This will help prove that the vehicle has indeed been scrapped and its registration can be cancelled.

Apply for a Refund of Tax
Vehicles which are less than 15 years old, but more than 10 years old, can apply for a refund of road tax from the RTO. The owner needs to remove the registration plates and get the chassis number cut out from the vehicle and submit it at the RTO to apply for a refund of road tax. Along with it, all the papers have to also be submitted.

New diesel cars in Delhi are being registered for a duration of only 10 years, while cars that are registered in Faridabad or Ghaziabad get a registration of 15 years. The issue would be that these cars won’t be able to drive in Delhi by 2027 or 2028, but will still have registrations valid till 2032 or 2033. more  

We the people of India are not just satisfied with polluting our city and now we want to spread the pollution to other states/cities as well. In West, vehicles over 10-15 years old are sent to crushers and dismantled. more  
In west, all citizens get pension & healthcare free & much more . So? There is no comparison. more  
If the idea is to restrict the pollution then the vehicles not conforming to the standards should be penalised but why age of car be a consideration? I have a car whose engine life is 3 lakh kms and has done only 70000 kms. Cars who were registered for 15 years must be allowed to continue as long as they meet the pollution levels. However, the new vehicles life can be restricted as per government current regulations. Restriction of 10 years is unfair & believe me there are many more things that cause more pollution than these cars. Firstly stop them & not where government had committed 15 years. more  
I entirely agree with this. A national policy must not be knee-jerk, but rationally thought out. Our authorities must identify all major sources of pollution, prioritise them, and then evolve rational, objective policy norms for each of them.

As for motor vehicles, one espies on our roads all kind of vehicles, including government-owned and public transport, which belch out thick clouds of smoke, and nothing is being done about them. A vehicle going from yesterday to tomorrow crossing the threshold of 10 years does not overnight become polluting, bad, or junk. Worthiness must be the principal criterion. Stipulate that all vehicles crossing 10 yeras would be subject to stringent roadworthiness tests including for pollution, but if a car is found good, it must be allowed to continue in use. After all one has put in one's hard-earned money into buying it and maintaining it well.

Our governments are unable to control far more egregious sources of pollution such as stubble burning - for political and social reasons, but they find motor vehicles easy target for controls of all kinds. This is stupid, lazy and ridiculous. Do our governments comprise only morons and nincompoops? more  
I understand that petrol personal cars of more than 15 years if technically fit are permitted for renewal of registration. How do I confirm this order. Will transport department inform the individual owners for getting the car inspected for renewal/rejection. more

Perhaps you are from Haryana from the sound of your name Mr.Kuwar. Do you mean to say that Google Pictures which showed widespread burnings during December & January all over Haryana and Punjab were also a hoax? C'mon man stop being blind and accept the real fact. I have myself got WhatsApp video of a Haryana Farmer burning his stubble and he gives an explanation too that if he employs farm hand to remove stubble, he has to pay them and also the cartage of the same which leaves him poorer so best option for them is either Government collects stubble themselves from farms or they would dispose it off by burning. more  
No, stubble burning by Punjab and Haryana farmers being a cause for Delhi pollution is a hoax. more  
Well Punjab & Haryana farmers have contributed to the pollution in Delhi by stubble burning so I guess Delhi-ites' can pay them back by selling their old cars there. more  
The objective is to tackle the problem of pollution to which old cars contribution is a factor, whether it is in Delhi Capital Region or the states where vehicle density is low e.g. Jharkhand, Himachal or the North Eastern States or any other. Why you should play spoil sports by shifting the more than 10 years old vehicles to these States and add to the pollution there. Let the people there live in pollution-free environment. Sell of your vehicle in Delhi itself as a junk. Be a sportsman and help cleansing the environment all over the country. more
