What is the need of Land Acquisition (Amendment) Bill, when there is so much of unallocated & unused land available ? Must read.

Between the 5 major Indian states: Maharashtra, Andhra Pradesh, Uttar Pradesh, Rajasthan and Gujarat, they have acquired 5,72,793 acres. Of this, a huge 2,55,471 acres - about 45 per cent - has not been allotted to any industrial projects. It is worth bearing in mind that the figure doesn't include the land occupied by units which have fallen sick, but the owners continue to 'squat' on the plots they have been allotted.

Most states permit industries anywhere between 3-5 years to get their factory going, failing which the land is repossessed. In practice, this is rarely enforced. In some states, units are permitted to seek indeterminate extensions. The need to tap into vacant or unproductive land is important given the contentious nature of land acquisition in a largely rural society like India, a process marked by social unrest, and allegations of malpractice.

Even Gujarat, billed as India's premier industrial destination, is no better. Of the Gujarat Industrial Development Corporation's land bank of 1,03,784 acres, only 50 per cent has been allotted.

The government must first complete the inventory of all available land with defence, railways, state-owned public sector undertakings, sick and closed industries. What is the need of this Land Acquisition Bill, when there is so much of non-allotted/unused land available ?

In India, corruption will always prevail at every level. With this truth, if the government plans a proposal/bill then only something can work. This Land Acquisition (Amendment) Bill cannot prevent farmers from malpractices. Even the clause of punishing officers for any offense was added as an amendment. Land acquisition can also be done without acquiring land from farmers, like by using vacant land. Farmers land if mandatory for a project, should be compensated on latest market rates, simple. Why fool farmers in the name of jobs or other benefits which will eventually fail due to corrupt malpractices ? BJP is only trying to copy China's model where government only works for the rich (Crony capitalism). India is the only country in the world with multi democracy. What is the point if we also have to progress like China by suppressing the poor? more  
PLEASE LET US IN THE FIRST PLACE TRY TO EMPHASIZE ON THE NEEDED ARREST OF CONVERTING THE CULTIVATING LANDS TO PLENTY USELESSLY KEPT DRY YEARS TOGETHER AND STILL BY THE REAL ESTATE STALWARTS IN AND AROUND ALL THE TOWNS AND VILLAGES ONLY FOR CREATION OF BLACK MONEY BUSINESSING AND AS A SUPPORTIVE OF TAX EVADERS BESIDES CARRYTING TOWARDS THE SAFE INVESTMENT . THIS IS WHAT ALL HAVE TO THINK. LET US NOT ALLOW FURTHER TO CONVERT AND CREATE DRY IDLE LANDS IN THE WAY OF REAL ESTATE LAYOUTS WHERE NO RESIDENTIAL COMMITMENT PLANS ARE PROGRAMMED. Forget the past Government Sarmaji. How they acquired land is a well known fact. I am talking about future acquisitions. Rehabilitation and compensation remains untouched. Only consent clause is being altered. What is 2.5 acres of agricultural land given in place of suppose 10 acres acquired. Besides steps to stop black money generation associated with it is to be taken. No steps taken till date to curb it. The acquisition will be done by State Governments. What control measures will the Centre take in this matter. Previous Governments left everything to State. They did not even inquire whether the evictees received compensation or not. more

Dear Sarmaji, In this connection, I have the following suggestions to make. 1) At the time of land acquisition Government should see first that, do they hold any land in their possession in the locality, if so first preference to be given to that land. 2) Second preference to be given to any waste, barren, idle land in the locality. 3) Third preference to be given to benami land in the locality. 4) If none available then only acquire farmers land. 5) Equal amount of alternate agricultural land to be given to farmer. I mean not actual land or 2.5 acres whichever is lower along with compensation and resettlement amount. 6) Before acquisition starts all big denomination notes to be withdrawn from circulation permanently to prevent generation of black money.
