Is an unregistered dealer required to inform the tax authority about his business ? If yes, to whom? Is he required to get any establishment license etc? What is required to start a proprietorship business? more  
There is no need to inform any tax authority if your turnover from business or service is less than the thresh hold limit for getting registration under GST. As far as establishment license or any other license is concerned it depends upon the nature of your business or service you are providing. No additional formality is required to start proprietorship business as the PAN of proprietor will be used in proprietorship business. Upto 40 Lacs turnover, there is no need to get registrations. Those dealers who are not registered under GST are termed as unregistered dealers. It may be an individual, Sole Proprietor, Firm or a small company. more
