IT was like this once- District head post was practiced in English regime for their convenience. present day situation need this system as it is? the period of this post was one year.but now it is the will of politician. it was a prestigious post earlier. now lobbying one for personal benefits. he/she is acting agent minister.total system has to be modified for to-day"s need. more  
Bribing the government employees/officers irrespective of the offices they belong to has become a common practice and it is a common belief that no work without bribe is possible in any government office. Police is wholly responsible to ensure maintenance of law & order, whereas, many a times they themselves are found breaking laws. We often read in news papers that the police station officials refuse to record FIR particularly, from the villagers and economically backward people and demand bribes. Patwaris working under Tahsildars are called the kings of the villages. They are delegated with powers relating to land records and maintenance of B-! Khasra Khatoni. These Patwaris make lot of manipulations in land records against heavy bribes. In the event of any visit of the district authorities/ministers/political leaders to the villages, the patwaris are made responsible to take care of all requirements and arrangements for the visits and to take care of all comforts of the concerns at their own source and without any reimbursements. They are also to meet the demands of the district authorities every now and then. Hence, these low paid employees are left with no options other than collecting money from the villagers. The condition of the most of the government offices in India, particularly the State Government offices is very poor. Most of the rooms are small, dark and lack proper ventilation. Walls are not colored/white washed for decades giving very ugly look. The poor quality floors have ended their life period and stone chips & cement particles with path holes can be seen in every corners of the rooms. The chairs & tables prided to the employees are not polished for decades. Hundreds of files are staked on their table gathering dust and open to any one enters the rooms for want of adequate storewells. The rooms are totally unhygenic and unfit for spending 8 hours a day for any humane being. The present system of fixing accountability for lapses is not adequate and effective. Since both the employees and officers are equally corrupted, the officers lose their moral courage in exercising their administrative powers on the employees working under them. more  
Keep politicians away from administration other than policy/project conceive net viz officials transfer & posting interference.Then digital India will enable public not to come to office and lead to corruption more  
Govt. officials be made accountable with no political interference, only this can bring results. Rules must be harsher as a deterant for personal greed. more  
Unless the people decide to raise their voices , unmindful of consequences, nothing will change. Wholeday, officials prepare reports containing false datas. A few reports to PM will hardly change the things . Unless accountabilty is fixed on public servants and proper management audit of working of different Govt. Deptts. at district level, nothing will bring any succour to people. more
