I totally agree about availability of worthy motor-able roads but I would like to bring out a few points which are necessary to ponder upon.
(a) Govt seem to have found the easy solution for improvement in road condition by simply building it on PPP model and levying of Toll, does not it Govt's duty to build roads since we all are paying fee during registration of Vehicle?
(b) If Govt feels that the money collected to build and maintain road network is not sufficient then a white paper may be brought to bring transparency and justifying raising of road tax.
(c) I feel most of broadening of roads can be avoided if stricter anti encroachment drive is undertaken and levying of heavy penalty. Most of broader roads develop bottlenecks due to encroachment. Govt Builds roads and allow encroaches to still use it as their private property.
(d) A justifiable reason for widening of road , handing over it to PPP model and cost and recovery methodology must be work out and placed in public domain, It would serve good if on every entry pass and ticket if outstanding loan amount and probable time of recovery is printed so as to justify keep on tolling. more  
Making good roads are good for everyone. But maintaining is the issue. To have good roads and good maintances we may have to be leived. Locals they can have limited aera with some identity to have control. more  
Ashwin's suggestion about exemption for residents living around the area makes sense. But how can everyone be exempted. We want good roads, we have to pay for it. But yes, rates and collection of toll has to be rationalized and collection should be hassle free. There has to be some guidelines of how much toll is to be collected and should be related to the cost of making and maintaining the road. After the cost of the road is collected, only an amount that is required for maintaining the road should be collected. Moreover, it should be ensured that the money is really used for what it has been collected for. more  
Hello everyone, ok if u r getting good facility then u hv to pay but that should be justified. But at the same time the people who r residents of near by 10-15 km should be exempted because daily they have to travl many times thru the toll which is not affordable more
