Though stubble burning does contribute a lot to Delhi pollution, there are other important factors which cause a lot of this pollution. Of course the stubble burning has to be tackled more sincerely and effectively by Punjab & Haryana, nothing will happen if you penalise the farmers. However,why is Punjab giving free electricity to their farmers? Delhi, however is to a very great extent itself responsible for its pollution. Is the pollution bad only in winter? No. Delhi is not controlling waste burning, illegal 6000 industries in residential areas, diesel generators,10-year old diesel cars. All these factors cause a lot of pollution not only in winter, but throughout the year. And ,inspite of Supreme court asking Delhi government to provide 10,000 buses, they have not added even 500 in their four years rule. Why then is Kejriwal blaming Punjab and Haryana,when he has so miserably failed to put his own house in order? It is no use for him to blame others. He should look himself in the mirror first. It is time politicians stop blaming each other and start really caring for the public good. more

Agricultaral colleges schools universites experts should spread education to farmers. and also suggest alternative usage of waste instead of burning. more  
We have to motivate, guide,educate and advise the poor uneducated kissan how to avoid burning and stop the pollution. Teachers of schools , BDOS ,ANGANWARIS,PRADHANS ETC SHOULD BE ADVISED TO GUIDE THE KISSAN and if they still continue to do so then penalty can be imposed. more  
In a Country where Educated people are ready to become Slaves of illiterate Leaders what more can one expect? These illiterate leaders (mostly thugs & loafers) are very smart to know that the old British policy of Divide & Rule still works and thus we see in last 4 years our country is torn by caste, religion, profession & such differences besides of course the quota people. Add to this a complete lack of discipline...so you find anarchy on the roads, in society and even at home. When a Government has hostile neighbors as they are from another party, they would try to add to its discomfort and all our Supreme Court and other agencies can do is sit back and watch as they are not affected. Center had called the Chief Ministers of Haryana, Punjab, Rajasthan, UP ( 3 BJP ruled & 1 Congress), the CM's did not attend the meeting sending one of their officials instead. Shows how seriously these CM's take their own Government directive....or perhaps it was just a sham of a meeting. Yesterday when I resumed work after a week long Gujarat visit, I could sense the acidic/alkeline taste of air on my tongue tip and also sense it in my eyes and nose. Government at the Center is not serious. more
