Wish you all a very Happy 66th Republic Day. On this occasion, we would like to revisit the subject of Strengthening National Security and our Anti Terrorism capability.

Below are the Issues, Root Causes and Solutions as identified by you. Kindly review them and if you have anything additional, please post as a comment (with a prefix identifying whether you are posting an Issue, Root Cause or Solution)

Our whitepaper is almost ready. We will incorporate any additional inputs and then share with PMO, Home Minister and other associated Ministries so actions can be taken.

Strengthening National Security and Anti Terrorism
(Issues, Root Causes, Solutions)

Issues Identified:
1. Many terrorist attacks happen in different parts of the country
2. Secrets of our country are leaked to other nations
3. Our Government negotiates with terrorists
4. Punishment for even mass murders/acts of terrorism takes years (26/11 Mumbai attacks)
5. No strong response to our neighbour countries’ constant acts of terror
6. It is easy to get bail in India
7. Lack of surveillance in cities
8. Constant infiltration along the Line of Control
9. Weak surveillance along the Indian border and coast
10. Prompt actions not initiated against people who overstay their permitted visa
11. The police still use very old firearms
12. Most of the technologies that we use are old and outdated
13. Police verification of tenants/ domestic helps is not undertaken
14. People are concerned just about their own selves and don’t care about what is happening around them
15. Various scams in different sectors including defence
16. Brain washing of the youth of J&K to join terrorist organizations

Root Causes Identified:
1. The sense of nationalism and unity does not prevail among citizens
2. Lack of faith/trust towards the country and the system
3. Poverty, unemployment and lack of opportunities
4. Most of the minority is struggling to make a living and is illiterate about population control
5. High number of kids in poor minority families, with no education on nationalism leads to poor and directionless young population who can be brainwashed to perform terrorist acts
6. The education system in Madarsas and similar set ups have no transparency on their workings
7. Colonization by minorities - there are some areas in many cities which have become hubs for poor minority population
8. Spread of hatred by strong words by minority leaders
9. Lack of strong technical infrastructure at the state police level
10. Lack of strong political will to weed out terrorism and work on long term solutions
11. Corruption in defence, police and other protection agencies
12. Bold decisions while acquiring modern weapons are feared as media tries to find fault in everything
13. Being a democracy, India cannot take some strong steps like other counties
14. Importance of dedicated surveillance techniques is undermined
15. Requirement of modern firearms for the state police is ignored
16. Politicians influence the work of state police
17. Whistle blowers are not provided enough protection and their details are made known to culprits
18. No proper co-ordination between different security agencies, intelligence agencies, state police and international intelligence agencies
19. Money can be easily transferred through Havala
20. Unavailability of strong anti-terrorist law in India and speedy court trail mechanism
21. Many illegal arms factory are operational in many parts of the country

Solutions Identified:
1. Patriotism and nationalism should be taught in school
2. Steps should be taken to reduce poverty
3. The minorities should be educated about family planning and population control
4. Education system in Madarsas should be brought under the government lens
5. All caste/ religion based reservations should be removed
6. Latest technical infrastructure should be provided to the state police
7. The police should go through regular trainings to upgrade themselves
8. New surveillance techniques should be adopted and CCTV cameras should be installed
9. State police should be provided with modern weapons
10. Corruption in defence, police and protection agencies should be eradicated
11. Politics of getting votes should be removed from security considerations
12. All security agencies to be autonomous with no political interference. Transfers & appointments to be without political influence & approval
13. Whistle blowers and people giving testimonies should be given thorough police protection
14. A formal coordination network between the Indian intelligence and international agencies should be developed
15. A dedicated phone number for terror related activities should be started
16. Illegal money laundering should be checked and banned
17. Very strong anti-terrorist laws should be made
18. The people accused of terrorism should undergo a speedy trial
19. Financial activities of the potential terrorism funding agencies should be strictly monitored
20. Two laws that need immediate amendment are PMLA (Prevention of Money Laundering Act) and UAPA (Unlawful Activities Prevention Act)
21. ‘Vote bank’ culture should be stopped
22. A strict ban should be imposed on hate speeches
23. Politics should be completely separated from religion more

India should have a uniform civil code. There shouldn't be any religion or if at all people practice different religion, rules, regulations, punishment etc. should be one to all.There should not be a super imposed fair trail for terror activites and rape. The most strict punishment should be awarded to such criminals without any delay. There should not be any minorities or majorities. Everyone should be treated alike except financial, social and educational assisstance to economically backward. There should be no reservation for anybody. Right to Education and Jobs should be on merrit basis. Thugs and criminal shouldn't have any upperhand in sociopolical activities. Criminals and Thugs should not be allowed to participate in any elections and they should be barred from politics. Priority should be given to National Security. Fighting efficiency in Land, Air, Sea and Underwater must be enhanced. Indegenous Defense Production should be encouraged. Defense Personnel's Pay and Pension and other facilities should be enhanced. Ex-Service Defense Personnel should have employment preference in National Security Organisations and other Public Undertakings like Airways, Railways, Shipyards, Post & Tel. Departments etc. Ciber Security must be enhanced. Most modern State of the Art weapons and gadgets should be issued to Defense and Security Organisations. Corruption at all levels must be curtailed especially, Police and Customs Departments. Priority should be given to Security of Coastal Area and Power must be delegated to Navy and Coast Guard to nab any offenders enroute sea at our territorial water and/or International water (the ocean) sorrounding our country. Strengthening of national security is a major challenge facing the country. A significant boost cane be given by scrupulously following three suggestions made at Sl. Nos. 11,12, 13, 16, 17, 18, 19, 20, 21 & 23 are followed. However, these opinions look very good on paper. Implementing them is the biggest issue, given that for most of our political parties and their leaders getting elected to power supersedes national security. Otherwise how can one explain their shouting at top over the killing, even in fake encounters, of known terrorists or those involved in abetting terrorist activities in the country. It is a known fact that for a terrorist or those involved in terrorist activities human life means nothing and if a human life even of their own co-religionists has no value for them than what is the harm in killing such people. At the same time, law enforcement and anti-terrorist organs should be empowered to look into the affairs of so called 'human rights organisations' in our country, which cry hoarse when ever a terrorist is killed but are mum on the killing, beheading and brutal attacks by terrorist elements and Maoists on our security personnel. Can anyone and I dare anyone from these organisations has ever visited the residence of a security man killed in such activities? In my view their functionaries should also be taken to task for fomenting terrorism in our country. more  
All fishing boats to be fitted with GPS device and montiored. This is can tell in whose waters they are and can be warned if they stray or veture in areas not allowed. more  
We need to study two matters. Why nothing has happened in US after 9/11? How are the Israelis run their counter-terrorism systems? more
