Police do not lodge FIR in most of the cases, even cases of dacoity are not lodged. Why they record the happening in their diary. I suggest ,if it is possible ,every report must be lodgedin the book, if any report is not viable then in one line can be answered NA . more  
Missed a point : harassment by police can be eliminated if they are held accountable for their decisions more  
1. All police staff from bottom to top must meet physical fitness criteria, and any deviation should result in suspension until they regain the fitness. This should be monitored thru' periodic (say annual) check ups. This will instill a lot of confidence in general public for the police. 2. A lot of emphasis needs to be laid on beat officers. Police can't & shouldn't monitor the entire population, and the beat officer can fill this gap by engaging the public in a way that generates faith & confidence. 3. Police staff are known to be extremely overworked and this is often cited as an excuse for their poor efficiency. Let us understand two wrongs don't make a right. An improved efficiency itself will obviate overworking. 4. Police have to stay ahead of criminals and hence continuous training & development, and I would say even R&D, should be a focus area. 5. Laws should be amended so that any police staff/officer indicted for breach of laws/regulations should be given exemplary punishment of at least 2 levels more severe than what any other person would be given. more
