State of District Administration - Inputs on Root Causes

Below are the key issues as highlighted by you with District Administration in India. Kindly review
and help identify Root Causes for these. It is critical that we get these right so in a follow on discussion we can propose solutions needed or rather a new model for District Administration.

Key issues with District Administration

1. District departments accept payments only in cash and no online payment facility is available
2. In the Tehsil office, it is tough to get any job done in the district offices without a bribe
3. One has to go through the agents many times to get work done
4. District department officers are very arrogant and talk rudely with people
5. While visiting the Nagar Palika, it is very difficult to find who is where
6. Not enough seating arrangements in Nagar Palika
7. District offices are dirty and not well kept
8. Corrupt employees get promotions and the good ones stay where they are
9. There are thousands of pending cases at the district courts
10. Getting documents like ration cards made from the district administration is a tough job
11. The sub-registrar’s office demands extra money for registration of land
12. Applications take months to get processed
13. Many district magistrates also serve as the collection agent for the Chief Minister more

They have to be motivated for a good work culture. Most of the citizens have to contact them for the routine daily work. They should be answerable for the relations with the general public for their decisions correct or wrong. If the junior official commits a mistake it is not possible to get it rectified as the higher staff tries to defend their junior. They don't care for the rules made by their departments. They totally ignore them and if questioned they interpret them the way it suits them. The concerned officer don't care for the common man. Politicians are busy in self praise and are themselves patting their backs without any concrete work. In another sense the general public and poor man still has not got the benefits of democracy. more  
The Central Govt. should implore the State Governments to have regular land surveys in their states. In Jharkhand, last land survey was done in 1965. See the fun ??? I think, in other states also, the similar condition prevails....!!!! more  
People are not aware of the rules, thus they need middle man to get their work executed in Government departments. To over come on this difficulty Basic Rules should be display(painted) on the walls of offices and the maximum work should be on Line. People can hire computer expert with nominal fee and can get his work done, he can also follow his request application on line if required. more  
Governance and governments' public administration if kept away from Political Power or authority, the District administration will be as thought fit at the time of concluding Constitution. more  
Districts & Tehsils are the base of the pyramid with PM/CMs & council of ministers at the vortex. How can the base be honest if the top is not-Jasso Raaja Tasso Praja, unless of course we legalise corruption for elected leaders. Really the only way out is to bring accountability in political parties with their funds being audited like banks, make all cash donations to trusts & political parties taxable and invoking the RTI. We must give due weight-age to what the Late Lee Quan Yee, responsible for transformation of Singapore had to say in this regard more
