State levies taxes also contribute to higher prices of petrol and diesel
Around 23% to 30 % of the price of petrol is made up of State levied Value added tax, in the case of diesel VAT varies from 12.5 % to 28.5 %. This tax is collected by state government and any decision to levy it or increase and reduce it is only with the state government. Which is why the price of diesel and petrol vary from state to state. Some states like Maharashtra also apply an higher VAT on petrol and Diesel in Mumbai and its adjoining areas than in the rest of the state. VAT is levied on the price of the fuel hence the state benefits if the fuel prices rises. While the burden on the citizen and the consumer keeps going up. The rationale for high ad valorem VAT by the state is that it will make the people shift to public transportation, reduce consumption of fuel and pollution in the cities.
This is the reason that Mumbai has the highest VAT of 39.78 % VAT on petrol while the rest of Maharashtra pays 38.76%. The VAT rates in Maharashtra are the highest of any state. Followed by Madhya Pradesh ( 36.14 %) and Andhra Pradesh (36.06%) .

The central and state governments think that taxes on fuels is a milch cow to obtain revenues very easily with least expense. High prices will increase inflation which will increase the expenditure of the governments and will also make RBI to increase the interest rates. It is high time the petroleum products are brought under GST at a reasonable rate. more
