Simplified Precise of 2019 Budgets
2019 Budgets covered People of all Sectors aiming at achieving sustained Status in Social, Economical and Education while enforcement of Safety, Security and Justice are to be targeted. Budget has comprehensively covered relevant issues that promote Adequate Means of Livelihood that Majority Indians still striving for.
-Agricultural and Farmer Welfare ;
-Education for All [Elementary, Intermediate, Higher and Professional] ;
-Development programs for Youth aiming tomorrow’s India ;
- Industrial and Livelihood Infrastructure Foundation of New India including Water management energizing Districts and Panchayats ;
-Promoting National research Foundation, Make in India, improving Production, innovation, Research and Development are guarded ;
- Foreign Policy/FDA including ease of doing Business in India ;
-Promoting India as World’s 3rd largest Economy basing Transparent Economy reviving Banking, Financial and PSB Sectors , Disinvestment/Reinvestment Programs. Credit Guarantee Enhancement Corporation coverage is to be extended to control Financial Frauds with authority to penalize and punish the Fraudsters/Offenders in order to sustain Credit Guarantee and Creditworthiness
-Women Empowerment ;
- Healthy and Determined India ;
-Inclusive Development ensuring Justice for all addressing Panchayats and Districts (social, economic, educational) ;
-Customs Duty is redressed to befit both Imports and, Exports while Excise Duty is redressed to befit Importers and Exporters aiming at increased Production and Profitability ;
-Income Tax is redressed to befit common man also fixing share from increasing Income from Business Houses. [Wealth Tax implementation could have best served the purpose targeting control of Wealth Concentration purposed in Article 39 –b and c ] ;
-Other Taxes/Cess befitted the Trade Sector ;
-Good Governance making State Governments share and implement Union Provisions ;
THE CENTRAL SCHEMES ALREADY INTRODUCED , NOW OPTED , PLANNED TO BE PROGRAMMED IN THESE 2 YEARS, altogether uplift the Social, Economic and Educational Status in general to all People and Places since the above issues are purposed for Development in each Panchayat and District aiming at achieving Adequate Means of Livelihood for all Families . more

National Policy on Employment & Unemployment in India. 1. Make Education System Graded Skill Employment Oriented compulsory all over India in stead of Degree Oriented randomly. 2. Make registration in National Employment Exchange no local employment exchange, compulsory for all unskill, semiskilled, skilled & Highly skilled after acquiring appropriate Skill graduation from educational Institutions. 3. Make compulsory to all companies, industries, service centres, offices employers whether government or private to be also registered compulsory in National Employment Exchange to hire needed skill from National Employment Exchange only, no in-camus selection from any where. One source hiring of educated skill all over India to be made compulsory. 4. Make compulsory to start paying "Unemployment Allowances" by the government appropriately with the help of National Insurance Companies to pay every week to every unemployed skill as per their graduation of skilled education registered. 5. Make withdrawal of Unemployment Allowances immediately once anyone gets employment in any company, industry, service centres whether government or private Institution, industry and service centres etc. 6. Make start paying Unemployment Allowances weekly once any one is discharged repeat discharged even on the productivity ground from any company, industry, service centres offices by employers of government or private companies. If necessary National Employment Exchange must organize/arrange National Retraining Centres of Skills for such discharged unemployed. 7. Once re-employed again, make withdrawal of Unemployment Allowances accordingly. Such link of Employment and Unemployment must be introduced at National Level as Policy for the real growth of India by Educated graded Skilled Youth of India. more

Issues 4 to 7 are not advisable. 1 is in program. 2 and 3 shall be Regulated at National interest implementing in all States.
Issue 2 and 3 shall be made Compulsory in all States.
1st PREFERENCE shall be Self Employment , Cottage and Small Industrial Promotion.
2nd PREFERENCE shall be Start-ups.
3rd PREFERENCE SHALL BE PROMOTION OF Medium and Large Scale Industrial Promotion.
4th PREFERENCE SHALL BE OTHER BUSINESSES HAVING 20 or more Employees.
5th PREFERENCE IS Corporate Industries and Government PSUs.
UNEMPLOYMENT ASSISTANCE IS TO BE ERADICATED.
Rights of Earning through Profession , Business , Trade are addressed in Article 19 for Life Lead and Land Reforms regulated exempting Tax on Agricultural Income.
Under Articles 41 and 31 A GOVERNMENTS SHALL PROVIDE MEANS OF EARNING through Development of Large Industries , providing Research and Innovation LABS , MARKET , INDUSTRIAL INFRA .
