National Policy on Employment & Unemployment in India. 1. Make Education System Graded Skill Employment Oriented compulsory all over India in stead of Degree Oriented randomly. 2. Make registration in National Employment Exchange no local employment exchange, compulsory for all unskill, semiskilled, skilled & Highly skilled after acquiring appropriate Skill graduation from educational Institutions. 3. Make compulsory to all companies, industries, service centres, offices employers whether government or private to be also registered compulsory in National Employment Exchange to hire needed skill from National Employment Exchange only, no in-camus selection from any where. One source hiring of educated skill all over India to be made compulsory. 4. Make compulsory to start paying "Unemployment Allowances" by the government appropriately with the help of National Insurance Companies to pay every week to every unemployed skill as per their graduation of skilled education registered. 5. Make withdrawal of Unemployment Allowances immediately once anyone gets employment in any company, industry, service centres whether government or private Institution, industry and service centres etc. 6. Make start paying Unemployment Allowances weekly once any one is discharged repeat discharged even on the productivity ground from any company, industry, service centres offices by employers of government or private companies. If necessary National Employment Exchange must organize/arrange National Retraining Centres of Skills for such discharged unemployed. 7. Once re-employed again, make withdrawal of Unemployment Allowances accordingly. Such link of Employment and Unemployment must be introduced at National Level as Policy for the real growth of India by Educated graded Skilled Youth of India. more

Issues 4 to 7 are not advisable. 1 is in program. 2 and 3 shall be Regulated at National interest implementing in all States.
Issue 2 and 3 shall be made Compulsory in all States.
1st PREFERENCE shall be Self Employment , Cottage and Small Industrial Promotion.
2nd PREFERENCE shall be Start-ups.
3rd PREFERENCE SHALL BE PROMOTION OF Medium and Large Scale Industrial Promotion.
4th PREFERENCE SHALL BE OTHER BUSINESSES HAVING 20 or more Employees.
5th PREFERENCE IS Corporate Industries and Government PSUs.
UNEMPLOYMENT ASSISTANCE IS TO BE ERADICATED.
Rights of Earning through Profession , Business , Trade are addressed in Article 19 for Life Lead and Land Reforms regulated exempting Tax on Agricultural Income.
Under Articles 41 and 31 A GOVERNMENTS SHALL PROVIDE MEANS OF EARNING through Development of Large Industries , providing Research and Innovation LABS , MARKET , INDUSTRIAL INFRA .
Let us concentrate on these Constitutional Mandates of decent and reasonable LIVELIHOOD DIRECTED IN OUR CONSTITUTION realizing our vested Rights guaranteed in the PREAMBLE of Indian Constitution please. more
