Revenue on residential houses, buildings, tenements

It is surprising to know that all the residents whether in tenements, buildings, flats are required to pay land REVENUE(mehsul-lagan) on their property, besides the local taxes annual property tax, and other taxes as well. It is generally understood that such land revenue is only for the agriculture land ad once the land has been cleared -as non-agriculture there after there is no such revenue tax is to be paid.If one wants to sale his/her property, unless one pays the revenue tax(lagan) one cannot get registrar will not accept such sale deed documents and will not register the sale deed.

Can the experts of this area advice or throw some light in the interest of the people of Gujarat? ( It is not known whether any such practice prevails in other states also) more
