Dear Mr. Arun..I agree on your point On some areas I however feel I need to express my views which I feel Radha is right in highlighting as I know this business. 1. Firstly a person runs a business with the intention of obviously making money as a salaried person does ......but when you have inspectors who come to your restaurant and dine and wine and not pay any money and also demand bribe then that is absolute no no 2. Be rest assured even if one complains there are major challenges one would face ...government is not an issue here ...it is the employees of the government who give bad name to the government ....they would start harassing and creating problems ...what could be the unethical practice of a restaurant owner ..here the point is why in the first place was the license given by the authority to the restaurant ..... 3. Like you and me are the customer to the restaurant similarly the restaurant owner are also customer to the government -they should be treated fairly 4. I would like to suggest here there should be a more structured mechanism on monitoring certain sectors and people - if a restaurant is defaulting on certain parameters it should be warned and fined and closed if required. Similarly if certain officials are found taking bribe or harassing the restaurant owner then they should be investigated and removed from the job on priority. Then we as you rightly mentioned would lead a quality life more  

Doing business or fighting corruption? what is the priority? Either you may doing one, both not possible. Choose to go with associations of hoteliers and similar groups (like change.org , local circles, etc. ) and find the right solution to bring evil forces to books. Rather than penalizing gullible customers. * Govt officials may force you to pay bribe for unethical biz practices to be in your favour. * Do practice ethical business as per Govt norms. If the norms are having any issue, bring it to Govt notice and rectify. - Else we will never evolve to lead a quality life, will stay in dirt forever. more  

Service charges are for the service provided. Service tax is on the service charge. For the materials one is supposed to pay VAT. Now with GST implementation, things will probably be better streamlined. As far as extortion by the various inspectors, I will rather call them beggars/ robbers, it has got entrenched in their body fibre and is not easy to eradicate. However, if you are honest, law abiding entrepreneur, lodge complaint with vigilance & trap them. I feel that the restaurants already factor in all such costs & charge exorbitantly for the food/ beverages from the customers. So why crib? more
