Reflecting on our Efforts and Progress Made

Dear Friends,

Some of you have recently written via your comments that while valuable whitepapers
reflecting collective citizen perspectives have been created, is the Government taking actions on our recommendations.

This is a very valid question. We have seen a reasonable bit of actions from the Government. Some of the bright spots where we have seen direct action has been in areas like:

1) Incorporation of most of our Rail Budget Inputs and whitepaper and several initiatives that have been launched including Cleanliness Contracts, WiFi at Stations and Trains, Work on Safety, Fog & Anti Collision devices, Passenger Amenities etc. We strongly believe we will see more progressive initiatives from Railways.

2) Making Doing Business Easy - This is one area where the Government has taken positive steps. This includes, expedited business/company registration, labour reforms announced in September, Make in India initiative, etc.

3) Hygiene, Sanitation and Civic Sense - Swachh Bharat has been initiated as a countrywide movement. Initiatives from the Ministry of Urban Development like Swachh Bharat communities are all positive steps which will help sustain the initiative. The key next step will be whether the centre is able to engage states and local municipal bodies.

4) Customer Service Approach in Government - The launch of attendance.gov.in which allows citizens to track attendance of Government employees is a great move. A great achievement that is visible is that many Ministers are adapting to the working style of the PM by being on time to office and working longer hours. We hope they will also start to implement our recommendation on Performance Management and KRAs for Government employees soon. Also, we would like to see a customer service culture in all levels of bureaucracy which is mostly missing.

5) Price Rise and Inflation - This is another area which was a key concern to many in June/July when all commodity prices including petrol/diesel was at all time high. Linking fuel pricing in India to global markets was a positive step and has resulted in multiple price reduction events in the last 3 months. We hope the Government will continue to keep a check on this.

6) Jobs and Economic Growth - While a few industries are yet to recover from the economic slump, the job markets are looking a bit more positive. We hope as Make in India and other programs bring in new domestic and foreign investment into India's Manufacturing and Service industries, things will only get better.

Some areas where we would like to see immediate action on our whitepapers are:

1) Women and Child Safety
2) Addressing Corruption
3) Making Health Care Better
4) Legal and Judicial Reforms
5) Tackling Communalism (discussed, to be submitted)
6) Black Money Menace (discussed, to be submitted)

We really thank each and every member of the Transform India with Modi circle for their contributions. Because of the sheer volume of inputs we get, it is not practically feasible to respond to it. However, anytime you respond to the structured post (as a comment), our team ensures that your views are incorporated and looked at.

Also, this being an independent platform, it enables us to discuss all subjects (positive or negative, comfortable or uncomfortable). We have reviewed difficult subjects like Corruption, Electoral Funding, VIP Culture, Middle Men Menace, Black Money, Tackling Communalism and many others. We will continue to do so.

We also thank you for ensuring that no conversation in the circle is that of self promotional type or political in nature. The objective of this circle is Good Governance and Development and only that.

We in India are happy to live in the World of "Pretense" and discussions where many aspects seemingly appear to have been addressed or attended or slated to attended at an unspecified later stage which unfortunately never matrialises. Primarily, Mr. Rajendra Pratap Gupta needs to post his profile details although he has posted one photograph and is initiating discussions on multifarious subjects. His facebook link invariably states that the " profile is not available" Perspective of the so called law makers or law enforcers or judicial persons who comprise of lawyers and judges of courts, presiding officers of tribunals, quasi judicial platforms as provided by consumer courts. What white paper was created or submitted on the consumer experience where even the consumer platforms like the District Forum, State and National Commissions ignore documentary evidence of fake, forged document copy by upholding a wrong and illegal order of District Forum which relies heavily on such fake and forged document? What action is contemplated against such erring officials whose act amounts to criminal breach of trust and treason where the very provisions of consumer protection act that has honored them, are ignored to favor erring culprits? Coming to judicial reforms segment, how does the white paper address the serious issue of several benches of the supreme court passing contradicting orders specially worth mentioning is the following example. a) Supreme court in one of its order states that judicial proceedings can be taken against a person even if that person is not named in the FIR ... in comparison with another order of a five judge bench of the supreme court in a complaint of proceedings u/s 138 NI Act. b) the order states that proceedings u/s 138 NI Act can not be taken against Directors of the company if company is not made an accused. It may be noted that the NI Act does not say anywhere that proceedings can not be taken u/s 138 against Directors if company is not made an accused whereas the s. 138 states that anyone or all of the company who were responsible to the company can be proceeded against u/s 138 NI Act. On one side the supreme court says a person can be tried by a court even if FIR does not charge the person and on the other hand another order says proceedings can not be taken up if a company is not made an accused ( s. 138 clearly explains the Directors as Partner in a Firm or company) A 5 judge bench of Supreme court, presided by the Chief Justice of India says FIR registration is mandatory u/s 154 Cr.P.C. if information reveals cognizable offence and no preliminary inquiry is permissible BUT police invariably do everything to avoid registering FIR and informant or complainant is put under fear of witch hunting if contempt proceedings are attempted. ... What reform is contemplated in this scenario? What reforms can be contemplated in the matter of Law and Order when the Law enforcing agencies viz. police etc. are themselves the offenders. What is the hidden agenda behind initiating such discussions by a person giving a link of facebook where the profile itself is not available and what is the objective? more  
1. Still VIP's are creating nuisance to the public in Railways, like parking place in the stations, coaches like smoking drinking etc 2. The role of local bodies and involvement needs to be done thru local Government. 3.Slowly remove hospitality sectors from Government, like Hotels, Transport etc, keeping the service limited to under developed areas even at loss. 4. more  
Efforts & Progress made on topics is found good. The time has come when we all needs to set the reforms. We need to balance the life between urban development & rural development to SHINE INDIA. more
