Preventing farmers' suicides and managing water

We have to prevent cycles of droughts and floods, so that small farmers can earn a living. Please post ways we can help these small farmers so they do not commit suicide in despair more  

Farmers are the foundation of the society. Just imagine all farmers going on strike, or leaving their work to seek other professions; my laptop will not get me even bread and tea. If farmers are suffering, the society will starve. But as many reports show, small farmers are getting wiped out. 1) If we do realize this problems and accept it, then we can find solutions. First step would be to list all farmers, their financial conditions, loans they have, breakdown of their expenses (e.g. fertilizer, water, electricity, diesel, seeds, water, labourer salary, etc), prices they get by selling to, number of family members, etc. Analyze the data and help the poorest farmers first. 2. IIT Kharagpur has invented Solar power cold storage for small farmers, such inventions should be taken up by the government to turn into mass productions and selling at no profit to farmers, even given as loans. We spend thousands of crores on useless scams, why not do something useful for the country? 3. Stop the middlemen from making so much profit, and pay the farmers so little. Introduce electronic-media based information system for the farmers, so that they get fair prices and do not get cheated. Jai Jawan, Jai Kisan - the forgotten PM. MAINLY THE ADULTERATED SEEDS ;; AND THE ADULTERATED FERTILIZERS ;; ARE THE REAL CAUSES OF MULTIPLE SUICIDES OF FARMERS :::: AND STILL NONE OF THE GOVERNMENTS REALISED THEIR DUTY TO THE CULTIVATORS . NO GOVT. AUTHORITY IS PUNISHING THOSE CULPRITS , SOCIAL EVILS , INDIRECT MURDERERS OF FARMERS EVEN THEY HAD ALL ENFORCEABLE POWERS AND LAWS WITH THEM AND THIS IT IS THE PROOF THE WEIGHT-AGE OF BLACK MONEY . more  
Recently a farmer committed suicide in Bhopal district despite availability of water and good crop but damage due to rainfall or hail storms ( that is ?).If we compare the suicide cases of farmers with regular alcoholic consumption then reason of suicide will be clear and I think this can be viewed from the Post Mortem reports of the concerned farmers. more  
Would more support systems help when farmers face calamity, like a recent suicide by 27 year old farmer because untimely rains ruined his crop? In foreign countries priests go to school to learn counseling and help with social support systems. May be we should also have priests who are educated for social work, or may be every temple/ village should have a social worker. The idea is that no one is alone and every one is connected with the whole village who can provide support. Is that feasible? Would it work? more  
THE PROPOSED INTERCONNECTION OF CERTAIN REQUISITE RIVERS IF COUPLED WITH A SYSTEMATIC PLANNING OF CREATING RESERVOIRS AT VARIOUS DIFFERENT PLACES , EVERY COULD BE ACHIEVED FOR AGRICULTURE AND ENVIRONMENT PROVIDED , THE OPPOSITION PARTIES SETTING BACK THEIR PEOPLE DO NOT REVOLT FOR ALLOWING THOSE REQUISITE LANDS FOR CANALS , CHANNELS , STREAMS , AND RESERVOIRS . more
