Below is a summary of Key Issues and Root Causes with/for the current state of Policing in India. Kindly review the Root Causes and add anything of importance that is missing.

Otherwise, please help identify Solutions for these Root Causes.

Please try to keep your solutions specific as that will increase the probability of implementation.

Once we have identified the Solutions, we will compile the whitepaper and submit to PMO, Home Ministry and other associated entities.

Policing in India – Issues

1. Police forces lack sensitivity
2. There is no transparency in the working of police
3. There seems to be a nexus between police, politicians and the criminals
4. Traffic police take bribe for letting go of challans
5. Police doesn’t file the FIR easily
6. Misuse of authority by police personals
7. Slow in inducting technology in maintenance of records, crime control
8. Most of the constables/head constables are not physically fit
9. Bribes taken on Passport and other verification
10. Rough and arrogant attitude of police in general
11. Policemen don’t know all rules, policies and the law themselves leading to poor implementation
12. They are still doing paper work on files and registers in this digital age
13. Policemen are not educated enough
14. Ratio of policemen vs public is low
15. The police is usually dominated by politicians


Policing in India – Root Causes

1. The state has no control over the police
2. Politicians influence the working of the police department
3. Vigilance over traffic police is weak
4. FIR is not filed to reduce accountability
5. A lot of authority is vested in the police officers
6. The department still follows the old ways of working
7. Staff not trained enough to use technology
8. No reviews of physical fitness required
9. Department fears change; still comfortable with doing paperwork instead of using computers
10. Many traffic policemen are lazy; they just stand in the shade and are indifferent to traffic violations taking place right in front of them
11. The working conditions of police department, especially lower in the ranks is pathetic
12. There is no career path of a police man in lower ranks. So no motivation to work hard and rise up like private sector or even public sector
13. Most police men recruited either have political connection or pay huge bribe. Hence they try to recover their investment by taking bribes
14. Lack of adequate training to police force
15. There is no effective grievances redressal mechanism in a time bound and independent manner
16. Their job is tough and they are not paid very well more

Police filed Missing Article Report instead of filing FIR to save themselves from investigating the matter and in turn reporting it to higher authority. The written complaint was filed by govt. officer in official capacity. If for Govt. department police do such things, imagine situation for mortals like us. more  
The problems of policing starts from its recruitment itself.A transparent,bribe free & selection procedure is required to be enforced.Prospective candidates must be screened through a psychological test to ensure candidates aptitude for police duties.Police manuals need to be updated. The public cooperation & confidence must be obtained by police to carry out duties efficiently. more  
Policing in India – Issues & Root Causes - Solutions: - No manual records for Police Stations. Should be fully computerized. All records transparent and visible online. Public should be able to give complaints, FIR etc on line. No need for public to visit Police Stations. The position of each and every case registered should be available online. The action taken, day to day proceedings of the case available online. Now we are able to know the position of a case in Supreme or High Court online, then why not latest position of Police cases. Cameras to be installed in all Police Stations. Solutions for corruptions and bribes: - Corruption and bribe circulate in society as black money mainly in the form of big denomination notes of Rs.1000, 500, and 100. If all these notes are withdrawn from circulation and all transactions above Rs.2000 are through banks only, then nobody can take or give bribes. All Government transactions and remittances to Government should be online. No cash transactions in Government Offices. All details pertaining to all Government offices should be available online. If you don't have to visit a Government office for anything, who is going ask for bribes. more  
Pay a competitive wage to police officers to attract intelligent people and good talent. Educated youth should see the police force as a viable career option and competitive wage would also inhibit the bribery problem. Create a state level police web portal with chat facility and ability to apply for and track all the processes from FIR to passport verification online. more
