The recent rape case in Delhi is one that highlights that we as a country have a lot of work to do on both, the Women Safety front as well as making Background Verification systems effective.
While we have covered Women Safety, the subject of Background Check/Police Verification requires a deep dive and a comprehensive understanding.
With this post, I would like to invite you to list all possible issues with regards to the current background check and police verification system.
Once we understand the Issues, we will follow our structured approach and work on Root Causes and Solutions through separate posts.

The police rarely do a verification of their own. They only demand various documents from you. If the person is from a place, say, X, they will ask you to get a certificate from the police of that place. It is nearly impossible to get it. This results in default. To some extentit is caused by the fact that Police is a state subject. Between them there is more rivalry than coordination. To get a timely verification done, the police of all states should be networked. There should be a check sheet of what to verify and it must be filled by the concerned police station and put on record. When a crime occurs and it is found that the accused had a police verification, the police must be the first one to be questioned. Today they virtually go scot free. more

Issues: 1. There is NO DATA or details available with any on PERSONAL CHARACTER. 2. How can a POLICE STATION In-charge give a CLEAR CHARACTER Certificate of ANY person ?? And on WHAT basis ?? 3. If ANY Certificate is given , it can probably be given for monetary consideration. 4. First, data should be generated at the time of birth, at school joining, at College level, at the time of opening Bank Accounts, issuing Driving Licence, on opening Bank Account, getting a Job/service, issuing Cards like PAN/Aadhar/Voter ID/PASSPORT/ any offence/ complaint. We can start for everyone from somewhere as mentioned above. more

You apply for police verification. There is no response for months together and the criminal commits the crime in the meantime. The system has to be more efficient and time bound. more

Upgrade the police system, it is too politicised. Verification should not be done by only Police. Data should be taken from multiple agencies like Banks (Private and Public), Utility Providers, Mobile companies so that cross-verification of the police verification can be made. All FIR etc. should be digitised with linking through aadhar mandatory into a central repository. Police should held responsible and fined heavily (even loss of job) if found to be providing false verification or ignoring legitimate verification. more
