Phade Lifting of Lockdown
a)All the bigger factories which are capable of taking care of the hygiene, welfare & transport of their workforce should be permitted to resume operations in phases from week 4. Not all units in a cluster should reopen together - should be phased out. Mostly such factories have a small complement of migratory workforce none of which would be needed initially.
b) Fortunately, the wheat harvesting season is on, and a good number of migrant returnees would find work and would not be too desperate to return.
c) Supplement this by scaled up MNREGA disbursements to keep them provided.
d) The migrant populace still corralled in the cities and being fed and sheltered by the local governments should continue to be so at least till the 6th week. Then review.
e) No passenger trains /metro/buses should be allowed to resume till the 6th week. After that isolate the hots-spots (areas with a higher incidence of +ve cases ) then run passenger trains enabling traffic between the safer urban centres. Scale it up gradually.
f) Taxis and private vehicles should be permitted initially from week 4 onwards.
g) All 60+ should stay put at home or have minimal local outings. All religious, political congregations should be barred until the all-clear status is achieved more

It is good idea to continue the lock down for another 3 weeks preferably upto April end to contain and gain from present lock down. more

No piecemeal lifting of lockdown should be recommended or to be taken at this moment. We have controlled and contained the second stage very well..Any lifting of lockdown will bedisaster. We should learn from other countries before taking any decision. We have full faith on our government and governance. more
