Open a seperate circle on complaints with GST

Is it possible for the Local Circles to open a separate circle or recommend the initiation of a website where we can upload our bill and register our complaints about shops which do not display the GST number or give hand written bill but charge GST? This site should operate in an open and transparent manner wherein the actions taken on a particular shop by the authorities based on our complaints also can be viewed by one and all.
This will give an incentive for those who complain and act as a deterrent for those who violate the law. In case a deliberately false complaint is filed, there should be provision for punishing such individuals also. This way, the system will be fair for both the buyer and the seller while stopping cheating of the customers and evading due tax for the Government. Can the other members of this give their views on this suggestion please? more

I, too, strongly support a separate Local Circle for debate on GST/CGST, and also for EPFO as well. But the fear then is that these two will get isolated and the participants may ignore the same as the issues may not concern them directly while presently at least everyone happens to have a brief look at the issue and concerns. more  
Nevertheless a very good suggestion for immediate implementation , powers at the helm of bureaucracy in our Country ,I strongly believe in the light of my past experience, will not tolerate giving an upper hand to to forum as mentioned above , consisting of suffering businessmen or intellectual & relevant professionals, others because of shortcomings in GST ,to vent innovative & excellent ideas/alternatives for relieving themselves from certain of the problems of GST, mainly because of their mediocre knowledge(since most of the Civil servants be it Central or State are mostly either graduates/post graduate streams of various Universities unlike highly qualified professionals) just & infinite arrogance of power & Govt authority. Unless the Central Govt changes its mindset as a good listener patiently ( For , A GOOD LISTENER IS A GOOD MANAGER)of the woes expressed by suffering businessmen or intellectual & relevant professionals, others of shortcomings in GST ,& suggestions how to remedy the same with a positive attitude & with a bonafide belief & confidence , nothing concrete changes tend to happen now and the current status is going to deteriorate still to a bad position.This (Todays's problems ) can be simply attributed to the overconfidence , highest degree of arrogance of policy makers behind implementation of GST at the apex & state levels. more  
Very good suggestion. Providing an open & transparent platform to public for registering complains will certainly act as deterrent only if the action is being taken on these registered complains. This will also force authorities to act on the complains. more
