I suggest that the persons elected by people for specific positions in the Government (whatever- parliament, state assembly or municipal corporation) must be made responsible to discharge their laid down duties and promises made by them and this can be monitored through the LOCAL CIRCLES. For this purpose let there be a LOCAL CIRCLE for each of the constituencies the three Government Bodies. To start with, the administrator of these circles (or some knowledgeable person) will list these responsibilities & promises for each elected MP/Legislator/Councilor and then review each month. From next election the contesting candidates must list down his responsibilities & promises before the election itself and remains in record. more
