Below are the key Issues, Root Causes and Solutions as identified by our circle. If you have anything additional to add, please post your comment and along with it mark whether it is a Issue, Root Cause or a Solution.

National Security and Terrorism (Issues, Root Causes, Solutions)

Issues identified:
1. Many terrorist attacks happen in different parts of the country
2. Secrets of our country are leaked to other nations
3. We negotiate with terrorists
4. Conviction/Punishment for even mass murders/acts of terrorism takes years (26/11 Mumbai attacks)
5. No strong response to our neighbour countries’ constant acts of terror
6. Easy to get bail in India
7. Lack of surveillance in cities
8. Infiltration along the LoC
9. Weak surveillance along the Indian border and coast
10. Prompt actions not initiated for people who overstay their visa permit
11.The police still have old firearms
12. Most of the technologies that we use are old and outdated
13. Prompt actions not initiated for people who overstay their visa permit
14. Police verification of tenants/ domestic helps is not undertaken
15. People are concerned just about their own selves and don’t care about what is happening around them
16. Various scams in different sectors including defence
17. Brain washing of the youth of J&K to join terrorist organizations

Root Causes identified:
1. The sense of nationalism and unity does not prevail among citizens
2. Lack of faith/trust towards the country and the system
3. Poverty, unemployment and lack of opportunities
4. Most of the minority is struggling to make a living and is illiterate about population control.
5. High number of kids in poor minority families, with no education on nationalism leads to
poor, directionless, young population which can be brainwashed to perform terrorist acts.
6. The education system in Madarsas and similar set ups with no transparency on its workings
7. Colonization by minorities - there are some areas in many cities which have become hubs for poor minority population
8. Spread of hatred by strong words by minority leaders
9. Lack of strong technical infrastructure at the state police level
10. Lack of strong political will to weed out terrorism and work on long term solutions
11. Corruption in defence, police and other protection agencies
12. Bold decisions while acquiring modern weapons are feared as media tries to find fault in everything
13. Being a democracy, India cannot take some steps like other counties
14. Importance of dedicated surveillance techniques is undermined
15. Requirement of modern firearms for the state police is ignored
16. Politicians influence the work of state police
17. Whistle blowers are not provided enough protection and their details are made known to culprits
18. No proper co-ordination between different security agencies, intelligence agencies, state police and international intelligence agencies.
19. Money can be easily transferred through Havala
20. Unavailability of strong anti-terrorist law in India and speedy court trail mechanism
21. Many illegal arms factory are operational in many parts of the country

Solutions Identified:
1. Patriotism and nationalism should be taught in school
2. Steps should be taken to reduce poverty
3. The minorities should be educated about population control
4. Education system in Madarsas should be brought under the government lens
5. Remove all caste/ religion based reservations
6. Latest technical infrastructure should be provided to the state police
7. The police should go through regular trainings to upgrade themselves
8. New surveillance techniques should be adopted and CCTV cameras should be installed
9. State police should be provided with modern weapons
10. Corruption in defence, police and protection agencies should be eradicated
11. Politics of getting votes should be removed from security considerations
12. All security agencies to be autonomous with no political interference. Transfers & appointments to be without political influence & approval
13. Whistle blowers and people giving testimonies should be given thorough police protection
14. A formal coordination network between the Indian intelligence and international agencies should be developed
15. Illegal money laundering should be checked and banned
16. Very strong anti-terrorist laws should be made
17. The people accused of terrorism should undergo a speedy trial
18. Financial surveillance of the potential terrorism funding agencies should be strictly monitored
19. Two laws that need immediate amendment are PMLA (Prevention of Money Laundering Act) and UAPA (Unlawful Activities Prevention Act) more

The agency for National Security should be a step ahead of the Secessionists, radicals or extremists. The NEW AGE technology whether Domestic or arranged from other countries which are more or equally effected by the same or similar issues. More worrying is not the people who are upfront and participate in violence but also persons who are educating others and propagating or teaching designs of terrorism. There should be added laws to eliminate the same. more  
We can have a know your neighbor awareness campaign. Unless next door people identify new dwellers it is pretty hard to locate them when they are suspects. They can be rounded off after crime but that is of no use. Local Police should know the tenants because that will curb wrong doers. more  
There is no option for the terrorists. They need to be strictly punished with no loopholes. Immediate action must be taken. Nothing should be concerned when safety of nation is in question. No mercy for terrorists. Those who support them,should get proper lession that they may not repeat their mistake. Why should we hesitate in taking action against them? more  
I may not have written on this issue but as an Indian,I have always believed that National security needs top priority on ground reality.I expect more concrete action from a Right Wing Nationalist Government led by Shri Modi ji. Only a couple of days back 14 brave jawans of CRPF were gunned down by the Left Ultras in Chattisgarh.This is a routine thing in CG & Jharkhand.,Except perhaps Andhra Pradesh,no other state has tried to crush this anti-national movement. A lot of human rights so called champions talk about tackling the problem by addressing the root cause.But few talk of providing the proper infrastructural facility like the proper modern weapons, dwelling units,medical facility, modern IT inputs, intelligence input, a proper back up of the Air force, to the security forces . The Maoists do not deserve any sympathy because they subscribe to the ideology of Mao & Marx,which is based on violence only.It believes in liquidating the voice of dissidence. The most important policy is to eliminate the top leadership.I understand that almost all the top 10 leaders of these traitors are underground excepting 2 or 3 like Kishen ji etc who have been killed. Some sympathizers are a part of the elite society of this country and are a part of the sleeper cell.The two important overground ultras who are in the guise of our left leaning intellectual are Gandy and Dr,Vinayak Sen. They need to be put behind bars. Change in Law of the land is one of the most important step which Government should take.There should be a separate law for secessionists and traitors.They should not be equated with ordinary criminals. USA has a separate law for anti -nationals and person who are threat to the sovereignty of the Nation. If the Government is serious it can act in concerted manner to corner the top leaders of Naxal Movement and simply hang them. Till this is done the security forces should have the support of all the inputs of modern day counter guerrilla war fare. Ravi Sinha more  
Dear Sir, The present Govt. has shown its willingness to give a working Parliament. Unfortunately, however, some groups are trying in unparliamentary way to stall the proceedings of the Parliament. Number 1 of such group is TMC. It is evolving new nefarious tactics everyday to create disturbances in both the Houses. I think both the Houses and their Speakers (Chairpersons) should handle this menace with a firm hand. TMC's latest drama is to demonstrate with a "Red Sahara Diary" raising false charges against the PM. This is a serious case of criminal forgery. This should not be allowed even for a day. I suggest that the Speakers should ask them to submit the Diary (on the basis of which they are shouting slogans) with written affidavit, and the Speakers should refer this matter to a Central Investigating Agency (e.g. CBI or ED) with a small but reasonable time-frame (say 3-days) and ask the agency to submit a report to Speaker. I am sure that the falsity of the TMC's charge will be exposed. And then, legal actions should be taken against the TMC MPs and their behind-the-curtain master-conspirator in Kolkata. All should be arrested and disqualified on charge of forgery. This is a very serious crime and the criminals should not be allowed to go scot-free. All these should happen during the present session of Parliament, so that the next Budget Session is not disturbed. Actually the WB SIT, previously investigating The Saradha Scam, have destroyed many such vital documents and evidences at the behest of the same conspirators who are now raising bogey against PM. They must be taught a tough lesson. Only political campaign against TMC is not sufficient, it must be accompanied by punitive legal-administrative measures. The TMC MP Mr. Tapas Pal is attending the current session of Parliament. Why the House and the Speaker is allowing him to participate? He is a member of Parliament and his deplorable public conduct must be condemned by the House and he must be punished. The NIA is investigating Burdwan Blast. Some culprits have already been arrested. But the TMC-JMB-IM vicious connection has not yet been exposed by NIA. I think this nexus should be exposed on both print and electronic national media with unchallengeable evidences. The CBI investigating the Saradha Scam has not yet quizzed and arrested the main political bigfishes Madan-Mukul-Mamata, for which the people of West Bengal is disappointed to some extent.
