Nari Shakti Vandan Bill

This bill was passed by Loksabha and Rajyasabha recently. Many political parties are not happy as the implementing process may take around two years.
What surprises me is that, why these political parties can not make a voluntary beginning by giving Tickets for forthcoming elections to Women of all castes including OBC category etc. for 33% of Seats. Why they should wait for census and Delimitation process to be completed?

Sir, no opinion is objective nor the stand taken by them. there is an aversion In particular to whatever policy is promoted by present government irrespective of the objective governing it. So less discussed the better. Namaskar, Women Reservation Bill allocating 1/3 seats of Lok Sabha and assemblies for women. is historic indeed. But on the implementation front, personally, I differ with the existing methodology. Constituencies are selected for reservation by dice. The constituencies which become reserved category compulsorily have to select candidate from that category. This is not fair from voter point of view, if a prominent candidate not from reserved category already exists. . So, what's the solution ? No lottery system for deciding reserved constituency. Instead of quota system for number of constituencies , better option is to fix certain % of reserved candidates out of all total candidates for a given political party they chose for a given election election. This % may be more than 1/3 for example in women. It may be 40 %. The whole process will become stastistically random and the net result in most probability of 1/3 will be achieved. After experimenting for one election, that % quota of candidates may be recalculated for next election. There is no need to wait for delimitation and census. What do you think ? This bill is just a bill. Implementation may take years as they have other conditions to fulfil. Why it was not passed with no preconditions? Yes in the meantime all parties can give 33% representation. more  
Politicising it unnecessary. Yes, why wait for the census and delimitation process to be completed. National Congress Party's Supriya Sule's concern the same - census and delimitation timelines indeterminate. National Congress Party made a voluntary beginning by giving Ms. Sule a ticket. Wait and watch. more  
Yes that sounds good.If the political parties are genuinely interested in Nari Shakthi and reservation they can do it event before waiting for the cennsus results. more
