Middle Men Menace - Root Causes

1. Most people do have not proper knowledge of processes at Government Departments
2. Most corporates and citizens don't have much time to spend on long and hectic processes
3. Government Departments do not have any Key Performance Indicators (KPI/KRAs). They don't take any responsibility to improve Turn Around Times (TATs)
4. E Governance is not popular yet
5. Lack of transparency in law
6. No commitment for completion of jobs by Government officers
7. There is a strong nexus between Government officers and these middle men
8. A lot of middle men also have political contacts
9. Through the middle men channel, the Government officers don’t take bribe directly from citizens but get the bribe indirectly
10. Middle men manipulate the law of supply and demand to their favour
11. There is a lack of awareness among common people
12. The only motive of the middle men is to earn more and more money out of a transaction
13. Middle men know how to get things moving and what is absolutely required for things to happen fast
14. Middle men are not afraid of law as they are used to bribing and getting let off
15. No stringent measures/law against the presence of middlemen

1. In India middle men are involved in almost all the sectors
2. Middle men lead to an increase in the prices of goods
3. Middle men charge a commission
4. Government officers themselves point customers towards the middle men so that they could make money without taking bribes themselves
5. Middle men are involved in hoarding
6. Middle men lead to increase in the time taken for the goods to reach the end consumer
7. Middle men increase the turn-around time of the service delivery
8. In some Government departments, you just cannot get work done until you go through a middle man
9. Middle men exploit the knowledge gap of the consumer
10. Some middle men mislead and take advantage of the situation more

We have seen many Agents/Middle men's menace in Government Offices such as, RTO, Income Tax, Sales Tax, Rationing Office, Taluk Offices, Village Offices, Panchayats, Municipality etc. 1. The above menace has become difficult for common man who directly approaches the above Offices to get the work done. 2. The work can be done within one or two days , is taking more than 5-6 days due to harrassment by the Officers, they ask you to come tommorrow just for a signature from his boss. 3. Several windows to be approached for each action , such as, One counter for form filling, another for submission, another for verification, another for signature, then put up counter , they will ask you to come next day, next day the put up will take place, to collect come after two days. Like that several harrassment from Govt. Departments for individual. 4. Whereas, the agents/Middlemen are getting the work done fast there and then by paying money to Officer secretly. 5. Govt. should stop forthwith the agents/middlemen's menace and only accept direct online windows. 6. Initiate a single form system and single window system. 7. For example, RTO office - One form which should include all actions from beginning to the end . Now there are more than 50 forms available. All forms are asking the same information of vehicle and the action column is the only extra thing. 8. Hence, simplify, for example as under: a) Owners details and Vehicle details b) Octroi payment details c) Registration fee paid and details/ Green tax/ Penalty/fine etc./change of owner d) Licence form details column/Change of address e) FIR filed One should only register once and all the details will be available online. If you open the file by Registration No. and Mobile No. all details will be appearing. The softfare should be containing all columns in one form of one person. 9. This will ease the RTO to trace the vehicle on accident/ overspeed/licence/Pollution/ signal cut etc. can be traced fast by noting down the Registration No. 10. This practice is existing in US, UK and Gulf countires. 11. We should gear up fast by not wasting time to ease the public in getting the work done quick and genuinely without harrassment. 12. Proper training to the staff handling Departments to handle public politely and decently. That is most importantly seen in abroad. 13. behaviour and manner of an Officer, also will change the atmosphere of individual approaching the Govt. Offices. c) more

The very fact that there are MIDDLE MEN in most of the interaction between Govt Deptt. and general public is LACK of circulated useful information for the purpose of work to be done. There are NO HELP DESK at the Govt Deptt which can guide the common man. The information required to get work done is very sketchy and the MIDDLE MAN has knowledge of all necessary methods and means. We need to submit E Data to stay away from most of the Govt deptt and to ensure that all the necessary forms should be available On- line. The response, if any thing is missing/incomplete/wrong should be sent to the common-man on line. more  
Miďlemen are touts they exploit the buyer & seller their only motive is make money our 1st action should b to ensure they vanish from all Govt offices that deal exclusively with Public RTO Ration card junior courts then go to next step more  
The digitization of govt. services being pursued by the Govt. is a step forward which will benefit users in urban centers and ensure that the middle men are kept out, however it is the rural areas that need to be given more help, establishing a single window help centre, managed by a private organization/NGO, which can help with the requirements of of the people in rural areas, Something similar to "Bangalore one", which has helped citizens a lot when availing govt. services and also avoid middle men at the same time, Also educating the populace of govt. procedures helps a lot in ensuring that middle men are kept out, Investment needs to be made in this regard, The success of PM Jan Dhan yojna is a recent example of how education through media is helpfull, We will get more success stories more
